Navy Child and Youth Programs (CYP) offers early care and youth services in center-based (birth to five), facility-based (age 5-12), and recreational environments (teen; youth sports and fitness).
About the role
The CYP Operations Clerk serves as a front-line representative and administrative liaison, managing the CYP waitlist, coordinating enrollment, overseeing recordkeeping, and collecting parent fees, along with handling various data processing systems.
Responsibilities
- Prepares and maintains reports, correspondence, statistical, and financial data for CYP components (e.g., CDC, CDH, SAC, YP, R&R, USDA).
- Ensures child registration and enrollment paperwork is complete and current.
- Maintains accurate and up-to-date USDA food program records.
- Reviews and submits background check paperwork.
- Maintains office files and records, providing information to agencies such as Family Advocacy, Naval Investigative Services, and USDA.
- Prepares daily, weekly, and monthly reports in compliance with policies and ensures timely submission.
- Conducts record research to resolve discrepancies and notifies supervisor of unresolved issues.
- Provides front desk coverage, logs children in and out, and answers questions about programs, fees, waitlists, events, and policies.
- Assists with disseminating information to CDH providers regarding training, certification, and USDA reporting.
- Handles telephone inquiries and performs resource and referral duties, including maintaining the waiting list.
- Collects fees, records payments, and ensures proper cash handling and deposit procedures.
- Monitors supplies and notifies supervisor of items needing reorder.
- Serves as a mandatory reporter for suspected child abuse or neglect to Family Advocacy and Child Protective Services.
- Performs other assigned duties.
Requirements
- Must satisfactorily complete all background checks for child care positions, including fingerprint checks, Tier 1 with Child Care check, Tier 3 (if applicable), and State Criminal History Repository (SCHR) check.
- Must successfully pass the E-Verify employment verification check.
- Must pass a pre-employment physical, provide evidence of immunization, be free of communicable diseases, and obtain appropriate immunizations.
- Must be 18 years of age or older.
- Must successfully obtain and maintain appropriate security clearance as needed.
- Must complete required training certificates and maintain certifications or credentials required by Federal, State, and/or national accreditation institutions.
- Must be a U.S. citizen or hold 3 years of lawful U.S. residency.
- Two years of administrative experience.
- Working knowledge of computer keyboard and Child and Youth Management System (CYMS) or equivalent database system.
- Skill in cash handling required.

Resumes must demonstrate experience and knowledge, skills, and abilities (KSAs) relevant to this position. A qualified candidate possesses:
- Knowledge of administrative support functions.
- Knowledge of general office automation software, practices, and procedures.
- Knowledge of military CDC, CDH, SAC, YP, R&R, and USDA Food Programs.
- Ability to maintain a computerized database and generate accurate reports and records.
- Ability to communicate effectively in English, both verbally and in writing.
Education
- Must provide a copy of your H.S. Diploma, GED, or College Transcripts (showing degree awarded/conferred) when you apply.
- If your degree has not been awarded, you must also provide a copy of your HS Diploma or equivalent, along with certificates of completion for DoD-approved competency-based training courses and/or a valid CDA/MSA credential(s).
