Job Summary
The Chief Business Technology Officer (CBTO) serves as the Chief Information Officer for the Minnesota Department of Health (MDH), a leading public health agency. This role partners closely with agency leadership to shape and advance technology strategy, fostering strong relationships between MNIT and MDH divisions and programs.
Responsibilities
- Ensuring disciplined IT governance through sound technology practices, documentation standards, change management, cybersecurity, compliance, and risk management.
- Providing strategic guidance to agency leadership on technology investments and cost management.
- Staying informed of emerging trends in technology and health IT, proactively identifying opportunities that position MDH and its partners for long-term success.
Qualifications
- A minimum of ten (10) years of professional experience in a business or information technology leadership role with responsibility for customer relationship management, developing and implementing business and information technology strategy, and leading technology operations, projects, and financial planning.
- Five (5) years of supervisory or managerial experience, including responsibility for staff selection, orientation, coaching, performance management, and employee development.
- Developing and maintaining executive-level partnerships and building trust-based relationships across diverse stakeholder groups while advising senior leaders on technology strategy, investments, organizational priorities, and risk management.
- Overseeing enterprise technology services, including applications, infrastructure, networks, cybersecurity, cloud technologies, data platforms, and IT service delivery while aligning agency technology strategy with enterprise architecture, security, and statewide technology standards.
- Demonstrated ability to provide visionary and strategic leadership by fostering a positive, collaborative, and accountable organizational culture while leading organizational and technology change.
- Demonstrated ability to communicate clearly and effectively in a manner that facilitates mutual understanding, including advising executive leadership and translating complex technical, operational, and security information for nontechnical audiences.
- A customer-focused approach grounded in active listening, empathy, and solution-oriented problem-solving, with demonstrated leadership and relationship-building skills that foster high-performing teams and exceptional customer experiences.
