At the Ohio Department of Behavioral Health (DBH), the Chief Operations Officer (COO) at Northcoast Behavioral Healthcare serves as a strategic, forward-thinking leader responsible for shaping and optimizing the hospital’s operational backbone.

About the Role

As a trusted partner to executive leadership, the COO directs, designs, and drives the full spectrum of NBH’s plant operations, including communications systems, property management, safety and health programs, facility engineering, and food services to ensure a safe, therapeutic, and resource-efficient environment for patients, staff, and the community.

Responsibilities

  • Oversees all plant operations, including communications, property management, safety and health programs, facility engineering, and food services.
  • Creates and carries out plans and procedures to ensure all resources are used effectively.
  • Reviews and approves equipment purchases and coordinates major spending for property management.
  • Advises administrators on new equipment, communication needs, and other operational matters.
  • Leads department managers and provides day-to-day direction to assigned staff.
  • Handles hiring, discipline, performance issues, and training.
  • Ensures all supervised areas follow department policies, state and federal laws, and union agreements.
  • Ensures departments are fully prepared for surveys from CMS and The Joint Commission (TJC).
  • Helps other departments get ready for inspections and develops policies and procedures that support compliance.
  • Leads capital planning, including bed capacity projections, unit placement, and improvements to the therapeutic environment.
  • Works with architects, planners, and maintenance teams on construction, repairs, and major improvements.
  • Develops building configuration plans, manages equipment procurement, and oversees building closures while ensuring all patient standards and regulations are met.
  • Coordinates the development, implementation, and monitoring of the hospital’s operational plan.
  • Serves as a member of the NBH Hospital Executive Committee (HEC).
  • Represents the hospital in meetings with federal, state, and local officials on capital planning and related topics.

The COO plays a major role in ensuring the hospital environment supports high-quality patient care, staff safety, and strong operational performance. This leader helps guide NBH’s long-term growth while maintaining compliance, efficiency, and a patient-centered focus.

Requirements

For all “programmatic” positions:

  • Completion of undergraduate core program in mental health & developmental disabilities technology, social work, or comparable field (e.g., child & family services), special education, psychology, or rehabilitation.
  • 24 months of experience in assessing consumers'/residents' needs & abilities as part of an interdisciplinary team and in development of habilitation/treatment plans or programs for persons who are mentally ill or developmentally disabled.
  • 12 months of training or experience in federal & state regulations governing care, custody, treatment, programming, and environment of consumers/residents in state facilities and serviced by community programs.
  • 6 months of training in budgeting & spending or 6 months of experience determining budget & spending for an operational unit or program of an agency or firm.

For all “administrative staff” positions:

  • Completion of undergraduate core program in business administration/management sciences.
  • 12 months of experience in program & policy development for an operational unit or program of a firm or agency and monitoring implementation.
  • 12 months of training in budgeting & spending or 12 months of experience determining budgetary needs & spending for an operational unit or program of an agency or firm.

In addition to one of the preceding categories (i.e., programmatic positions or administrative staff):

  • 6 months of training in manpower planning or 6 months of experience scheduling personnel for adequate coverage and making staff projections.
  • 3 months of training in employee training & development or 3 months of experience writing training materials or conducting training.

OR

  • 6 months of experience as Mental Health Administrator 5, 65225.

OR the equivalent of the minimum qualifications for employment noted above.

Qualifications

Pay

$48.93/hour, starting at Step 1 of the E1 Exempt Pay Range Schedule. Opportunity for pay increase after six months of satisfactory performance and then a yearly raise thereafter. Longevity supplement at 5 years of service.

Schedule

Full-time, Monday through Friday, 8:00 am to 4:30 pm (Flexible Schedule).
