About the Role
The main purpose of this position is to provide oversight and management of the daily activities of the Contracts and Procurement Unit, ensuring the acquisition of required goods and services needed for the agency's successful accomplishment of its goals. This role is critical for ensuring compliance with all Federal and State procurement laws, policies, and regulations.
Responsibilities
- Provides daily oversight and direction of staff who perform contract and procurement functions.
- Oversees the modification process of contracts, including options to renew and the actual renewal of current/existing contracts.
- Manages purchasing activities necessary to acquire goods and services for the operating program and administration of the Baltimore City Department of Social Services.
- Ensures budgetary expenditures control codes are provided by the budget office prior to processing and approval of requisitions and purchase orders.
Requirements
Applicants must meet all minimum (and selective) qualifications to be considered.
- Experience: Eight years of experience, including:
- Four years ensuring appropriate and consistent enterprise-wide interpretation of and compliance with enterprise-level procurement laws, regulations, policies, and procedures.
- Four years of professional public sector procurement or private sector contracting experience, including activities such as soliciting, evaluating, negotiating, and awarding contracts; advertising procurement opportunities; distributing specifications to vendors; coordinating bidder evaluation committees; conducting vendor debriefings; monitoring contract performance; eProcurement management; professional certification; or procurement business operations.
- Substitution Notes:
- One year of experience in ensuring compliance with procurement laws may substitute for one of the four additional years of required experience.
- Certification as a Certified Public Manager (National Association of Purchasing Management), Certified Professional Contracts Manager (National Contract Management Association), Certified Public Purchasing Officer, or Certified Professional Public Buyer (Universal Public Purchasing Certification Council) may substitute for the four additional years of required experience.
- A Bachelor’s degree from an accredited college or university and four years of compliance experience may substitute for the required eight years of experience.
- A Doctorate of Jurisprudence or Master’s degree in Business Administration may substitute for six years of the required experience.
- U.S. Armed Forces military service experience as a commissioned officer in Contracting, Industrial Management, or logistics specialist classifications (or administrative support specialty codes in procurement/financial management) may substitute on a year-for-year basis for the required experience.
Preferred Qualifications
- One year of experience with Maryland State procurement laws, regulations, and policies.
- One year of experience using FMIS (Financial Management Information Systems) and eMaryland Marketplace for contract monitoring.
- One year of supervisory experience leading Procurement staff.
- One year of experience administering Minority Business Enterprise (MBE) programs, including setting MBE subcontracting goals, monitoring compliance, and coordinating with vendors to meet state diversity requirements.
Licenses and Certifications
- Employees in this classification may be required to possess a valid Maryland motor vehicle operator’s license if assigned duties involving the operation of a motor vehicle.
- Employees must obtain certification as a Procurement Professional from the Maryland Department of General Services within one year of appointment.
