About the role

The DOT Procurement Officer III is an integral part of the Maryland Transit Administration's (MTA) business goals and initiatives, serving as the lead or advanced level of professional procurement and contract management. This position procures transportation-related equipment, services, construction materials/services, supplies, and information technology equipment/services for MTA.

At the lead level, this employee reviews and approves the work of lower-level procurement officers. At the advanced level, the role manages the full range of duties for highly complex procurements, including Invitation for Bid (IFB), Request for Proposal (RFP), sole source, intergovernmental cooperative purchasing agreements, and emergency procurements. Responsibilities include preparing complex procurement materials, conducting cost/price analysis, leading contract negotiations, performing expert reviews of procurement issues, and preparing award recommendations.

Additional duties involve enforcing compliance and implementing corrective actions to ensure adherence to local, State, and federal procurement and contract laws, regulations, policies, and procedures. Employees in this classification receive general supervision from a Procurement Manager I or other designated administrator. The position is located in Baltimore City, Maryland.

Responsibilities

  • Procure transportation-related equipment, services, construction materials/services, supplies, and information technology equipment/services for MTA.
  • Review and approve the work of lower-level procurement officers (lead level).
  • Manage highly complex procurements, including Invitation for Bid (IFB), Request for Proposal (RFP), sole source, intergovernmental cooperative purchasing agreements, and emergency procurements (advanced level).
  • Prepare complex procurement materials and conduct high-level cost/price analysis.
  • Lead contract negotiations and perform expert reviews of procurement issues.
  • Prepare award recommendations and enforce compliance with procurement and contract laws, regulations, policies, and procedures.
  • Implement corrective actions to ensure compliance at local, State, and federal levels.

Qualifications

Education: A Bachelor's degree from an accredited college or university.

Experience: Three years of professional public sector procurement or private sector contracting experience, including activities such as:

  • Soliciting, evaluating, negotiating, and awarding contracts.
  • Advertising procurement opportunities and distributing specifications to vendors.
  • Coordinating bidder evaluation committees and conducting vendor debriefings.
  • Monitoring contract performance and managing eProcurement systems.
  • Professional certification or procurement business operations.

Substitutions:

  • One year of experience ensuring enterprise-wide compliance with procurement laws, regulations, policies, and procedures may substitute for the required education.
  • Certification as a Certified Purchasing Manager (Institute for Supply Management), Certified Professional Contracts Manager (National Contract Management Association), Certified Public Procurement Officer, or Certified Professional Public Buyer (Universal Public Purchasing Certification Council) may substitute for the required education.
  • Professional contract management or procurement experience may substitute for the required education on a year-for-year basis.
  • A Doctor of Jurisprudence (JD) or Master's degree in Business Administration may substitute for two years of the required experience.
  • U.S. Armed Forces military service experience as a commissioned officer in Contracting, Industrial Management, logistics specialist classifications, or administrative support in procurement/financial management may substitute for the required experience and education on a year-for-year basis.
