Salary range: $104,065.00 - $171,497.00 annually
Hiring salary range: $104,065.00 - $137,781.00 annually
About the Role
The City of Baltimore’s Department of Finance (DOF) is seeking a Chief of Human Resources (HR). Reporting to the DOF Chief of Staff, the HR Chief will develop strategies to recruit, onboard, and retain staff across divisions. This is an opportunity for an HR-experienced professional ready to lead a department.
Responsibilities
- Oversee all HR functions for the Department of Finance.
- Manage day-to-day activities of the HR division.
- Develop goals and action plans aligned with agency strategies.
- Conduct research and analysis on organizational trends.
- Analyze results and implement changes.
Requirements
Education
Bachelor’s degree (or equivalent) from an accredited college or university in human resources management, organizational development, or a comparable field.
Experience
- Minimum six (6) years of progressively responsible experience in human resources, including at least 3 years of supervisory responsibilities.
- Preference for candidates with HR experience in the City of Baltimore.
Equivalency: An equivalent combination of education and experience may substitute.
Skills
- Knowledge of general HR functions, including recruitment & retention, classification & compensation, learning & professional development, employee benefits, policy & compliance, and workforce planning, especially in a large, diverse, fast-paced organization.
- Ability to analyze data and develop metrics and dashboards.
- Ability to manage multiple HR responsibilities, balance competing priorities, and guide staff work.
- Ability to establish and maintain effective working relationships with the public and peers.
- Strong written and verbal communication and conflict-resolution skills.

Additional Information
- Background Check: Eligible candidates under final consideration for appointment to positions of trust will be required to complete a criminal background check and/or fingerprint screening.
- Probation: All persons, including current City employees, selected for this position must complete a 6-month mandatory probation.
- Financial Disclosure: This position requires completion of a financial disclosure pursuant to Sections 7-7, 7-8, and 7-9 of the City Ethics Law. The initial disclosure must be submitted within 30 days of hire.
