About the Opportunity

Eagle Hill is actively recruiting for experienced Change Management Consultant Senior Associate roles supporting the phased implementation of the change management strategy for a large technology modernization program in the federal sector. We are recruiting on a rolling basis to support both current hiring needs and upcoming implementation phases anticipated to begin in late summer to early fall. As such, there may be a period between offer acceptance and project start, as deployment timelines can vary based on project sequencing and readiness. Qualifications

  • Bachelor’s degree
  • Ability for travel, Monday - Friday, to work at client locations throughout the United States, as required by the project
  • Minimum of 5 years of professional experience, including change management, stakeholder engagement, communications, and workstream ownership
  • Familiarity with formal change management frameworks such as Prosci
  • Demonstrated ability to implement change management strategies in client delivery environments; qualifying experience may span management consulting, professional services, or other comparable roles
  • Experience conducting change management assessments and developing related deliverables, including stakeholder analyses, readiness assessments, communication plans, training support materials, and metrics tracking
  • Demonstrated ability to apply sound judgment and systems thinking to analyze issues, understand dependencies and downstream impacts, and develop practical, actionable next steps
  • Proven ability to build trust, credibility, and effective working relationships with client, partner, and program stakeholders through professionalism, preparation, thoughtful communication, and consistent follow-through
  • Proficiency with Microsoft Office Suite (Outlook, Excel, PowerPoint)
  • Technical aptitude; able to quickly learn and support new technology platforms
  • Able to successfully complete and retain any company, federal, or other background investigation required to perform client work, including but not limited to drug testing and routine vaccinations
  • Able to successfully complete and maintain a federal background investigation (Tier 3 Public Trust)

  • Demonstrates sound consulting judgment, including knowing when to solve independently, when to seek input, when to escalate, and how to ask thoughtful, well-prepared questions that respect stakeholder time and preserve credibility
  • Operates independently by taking ownership of assigned workstreams and deliverables, proactively finding information, navigating obstacles, and moving work forward without waiting for step-by-step direction
  • Works effectively through ambiguity by creating structure from incomplete or evolving information, applying critical thinking in real time, and identifying a practical path forward for assigned work
  • Applies systems thinking and delivery awareness by considering how actions, timing, follow-through, and quality of execution impact interconnected workstreams, stakeholders, and broader project outcomes

Desired Skills & Additional Qualifications

  • Experience supporting or leading complex, large-scale technology or system implementations, ideally within federal health, healthcare IT, or similarly regulated environments
  • Experience working within clinical care settings, such as hospitals, healthcare facilities, ambulatory clinics, or outpatient care environments
  • Demonstrated ability to translate qualitative and quantitative insights into practical change strategies and tailored engagement approaches
  • Experience working within large, matrixed programs or multi-vendor environments, coordinating across teams with differing priorities, constraints, or delivery models
  • Prosci or CCMP certification preferred

Compensation

A reasonable expectation for a starting salary range is: $82 – 95K. This range is reflective of the DMV (District of Columbia/Maryland/Northern Virginia) job market and will vary based on applicant's residence. When extending offers we consider level of experience and location.
