CEQA - Senior Project Manager

Salary: $9,631.00 - $12,054.00 per month. Effective July 1, 2025, this position is subject to the Personal Leave Program (PLP) 2025, which temporarily reduces state employee pay in exchange for leave hours. Salary ranges exclude this temporary reduction. New state candidates will be hired at the minimum salary of the classification.

About the Role

The Infrastructure Planning and CEQA Section in the CEQA-FERC Branch plays an important role in reviewing telecommunication projects throughout the State and is responsible for the development of environmental documents in accordance with the California Environmental Quality Act (CEQA) and overseeing projects in construction. The California Public Utilities Commission (CPUC) ensures telecommunication infrastructure complies with CEQA, provides permitting services to the whole CPUC, and supports energy and rail projects. This position primarily supports telecommunications infrastructure.

Under general direction of the section Program and Project Supervisor, the incumbent will lead complex economic, policy, and technical analyses and research to support Administrative Law Judges (ALJ), Commissioners, and Advisors in the permitting of utility infrastructure projects, including electric transmission lines, gas pipelines, telecommunication facilities, and rail projects. This includes managing the development of CEQA and other environmental review documents and related processes. The incumbent will consider diversity, equity, and inclusion in policy analysis, stakeholder engagement, and internal processes.

Responsibilities

• Conduct complex economic, policy, and technical analyses and research to support the permitting of utility infrastructure projects.
• Manage the development of CEQA and other environmental review documents and related processes.
• Oversee projects in construction, ensuring compliance with environmental regulations.
• Support Administrative Law Judges (ALJ), Commissioners, and Advisors in decision-making processes.
• Incorporate diversity, equity, and inclusion into policy analysis, stakeholder engagement, and internal processes.
• Facilitate workshops and public meetings, including managing controversial meetings.

Requirements

• Experience managing the California Environmental Quality Act (CEQA) and/or the National Environmental Policy Act (NEPA) reviews.
• Experience managing complex projects.
• Technical or economic skills, education, and/or experience in the environmental, energy, and/or telecommunications space.
• Experience providing workshop and public meeting facilitation, including managing controversial meetings.
