About the Role
The CEO is responsible for directing, coordinating, and controlling all aspects of the operating functions, processes, and staff of the Surgical Hospital. The primary goal is to efficiently provide surgical services that exceed customer expectations and improve clinical and financial operations.
Responsibilities
- Direct the daily operation of the facility.
- Serve as a liaison between the Governing Board, the Medical Staff, and all departments of the facility.
- Report pertinent facility activities to the Governing Board at regular intervals.
- Appoint a responsible person for the facility in the CEO’s absence.
- Plan for the services provided by the facility and its operation.
- Manage the Partnership as outlined in the Operating or Limited Partnership Agreement.
- Lead discussion and presentation during Monthly Operations Review calls with USPI’s Home Office Business Operations team.
- Deploy, monitor, and ensure USPI’s EDGE™ is the foundation of the facility’s operational processes and integrated within the QPI program.
- Ensure compliance with USPI’s policies and procedures related to internal controls.
- Develop, monitor, and control staffing needs, operations budget, and capital budget.
- Develop, monitor, and control the purchasing plan to stay within budget and maintain compliance with group purchasing initiatives.
- Ensure compliance with government regulatory agencies and accrediting bodies.
- Negotiate and control all external contracts (e.g., physicians, ancillary services, plant maintenance, purchasing agreements).
- Establish pricing for procedures based on cost analysis and local market standards.
- Foster positive work relationships among all departments and act as liaison between USPI’s Home Office and facility staff.
- Develop and ensure compliance with departmental policy and procedure manuals.
- Monitor financial performance to avoid cash flow problems.
Personnel Administration
- Hold monthly staff meetings outlining facility goals and priorities.
- Manage exempt and non-exempt employees in accordance with facility policies using sound principles of practice and fairness.
- Review employee performance evaluations conducted by respective managers, ensuring reviews occur at least annually.
- Review and approve disciplinary actions and/or employee discharges.
- Evaluate management performance and other designated staff.
- Approve the addition or deletion of positions and new hires for vacant or new roles.
- Develop employee productivity analysis using USPI’s Staff Tracker and adjust staffing levels based on surgical case volume.
- Implement job-based orientation, training, and ongoing evaluation programs for all employees.
- Manage all employee files and records.
- Provide educational opportunities for professional staff development.
- Promote positive customer relations among employees and physicians.
Clinical Services
- Ensure surgical programs and clinical services comply with regulatory and accrediting body standards.
- Work with the Medical Director and Medical Executive Committee to evaluate and develop surgical services.
- Manage clinical departments (nursing, central supply, medical records, housekeeping) and supervise contracted services (laboratory, radiology, pharmaceuticals, laundry, biomedical engineering).
- Monitor the function of surgical and patient care equipment through contracted services and follow up on repairs.
Marketing and Planning
- Develop and implement a sales/marketing plan in alignment with USPI’s Sales Plan and the facility’s business plan.
- Identify and develop new services appropriate for ambulatory surgery centers.
- Foster positive public relations.
Quality Improvement
- Develop, evaluate, and promote a continuous quality improvement program.
- Administer the infection control program and medical staff review of the QPI program.
- Identify and correct quality care issues.
- Develop statistical indicators to evaluate overall operations and quality of care.
- Serve as a member of the Quality Improvement Committee.
Medical Staff Relationships
- Process the credentialing of facility practitioners.
- Collaborate with the Medical Director to review and revise Medical Staff Bylaws and Rules and Regulations biannually.
- Serve as a liaison in addressing problem areas with the medical staff.
- Promote positive relationships between employees and practitioners.
- Develop a system to define physicians' and patients' needs to determine the proper mix of services and efficiencies.
Physical Facility
- Ensure the facility is clean, professional, well-maintained, and conveys confidence to patients, families, and physicians.
- Identify and approve plant improvements and repairs.
- Promote a safe and aesthetically appealing physical plant.
- Ensure appropriate record-keeping and incident reporting for emergency generators, utilities, security, environment, and emergency preparedness drills.
Administrative Representation
- Attend corporate administrative meetings representing the facility.
- Act in accordance with the vision, mission, and business philosophy of the facility.
- Maintain membership in professional associations relevant to ambulatory surgery and healthcare administration.
- Stay current with changes in the healthcare environment (e.g., reimbursement, legislative issues, business law) and act in the corporation’s best interest.
Personal Development and Professionalism
- Identify areas requiring additional education, consultation, or practicum.
- Attend all mandatory in-services and meetings.
- Follow the facility’s professional conduct and dress code policy.
- Maintain patient, physician, and employee privacy and confidentiality per policy.
- Communicate effectively and courteously with visitors, physicians, patients, and employees.
Qualifications
- Bachelor’s degree or equivalent work experience; a master’s degree is strongly preferred.
- Hospital (with emphasis on Surgical Division) or Surgical Hospital experience.
- Minimum ten to fifteen years of progressive experience in facility or healthcare management, culminating in successfully leading a complex entity in a culturally diverse, competitive urban environment.
- Strong command of the English language, both verbal and written.
- Ability to work effectively with physicians, employees, patients, and others.
- Additional qualifications may be determined by the Governing Board.
