About the role

In this position, you will oversee operations, staff development, growth, profitability, quality control, marketing support, and team morale for HDR’s Federal Business Group. You will manage multi-discipline design activities—including schematic design, development, and construction documents—for large, medium, and small-scale federal projects under A-E Services and Design-Build contracts. This role involves coordination across architecture and engineering teams, as well as collaboration with other federal market sectors such as transportation, water, resources, and building engineering services.

Responsibilities

  • Supervise, manage, lead, and mentor project managers assigned to federal projects, including monitoring utilization, conducting performance reviews, and holding team meetings for training and coordination.
  • Serve as a project manager on designated federal projects.
  • Oversee profit and loss for federal projects, establishing financial goals and business intelligence metrics for the Area’s federal program.
  • Work with HDR federal contract managers, accountants, and marketing personnel to develop work forecasts for future planning.
  • Coordinate with federal contract managers to review scopes of work and assign appropriate personnel resources.
  • Participate in project reviews (e.g., 0%, management reviews) to monitor performance and progress.
  • Review and provide feedback on client feedback received via the Contractor Performance Assessment Rating System (CPARS), assisting in improving performance when needed.
  • Serve as a client manager or member of a client management team for designated federal clients, including travel to visit clients.
  • Act as a contract manager for designated federal IDIQ and stand-alone contracts.
  • Participate in capture planning, proposal preparation, and review for federal contract pursuits.
  • Coordinate with area, regional, and national federal marketing, business group, client managers, and client development leads to establish booking goals, marketing budgets, and growth strategies.
  • Attend industry events related to federal work (e.g., SAME luncheons and conferences).

Requirements

  • Bachelor’s degree in Architecture, Engineering, or a closely related field.
  • Minimum of 10 years of experience.
  • Demonstrated experience leading diverse teams.
  • Commitment to quality, improvement, and HDR values.
  • Active engagement in professional or industry associations to enhance technical expertise and brand.
  • Ability to collaborate with regional and local office managers, business group directors, technical directors, and marketing managers.
  • Commitment to being an active participant in our employee-owned culture.

Preferred Qualifications

  • Professional or engineering registration with related technical experience.

Location

United States-Texas-San Antonio

Full-time, regular position in the Federal Project Management business class.
