About the Role

The Center Operations Manager oversees one or more USO Center’s operations, programs, events, and activities, including locations surrounding the Center(s). This role manages subordinate operational staff and volunteers, evaluates and modifies existing programs, and plans new or improved initiatives.

Responsibilities

  • Ensure the Center is effective, inviting, safe, clean, well-maintained, and ready for use, including equipment functionality and adherence to sanitary/food-handling regulations.
  • Lead the planning, quality, and delivery of programs on and off U.S. military installations, delivering services and events within budget.
  • Identify and implement operational and program improvements to meet USO standards of excellence.
  • Act as a resource for USO Center staff and volunteers in planning and executing special/holiday events.
  • Review program and service needs, research and recommend new programs, and oversee implementation of changes.
  • Coach and mentor USO Center staff, and oversee volunteers’ schedules, activities, recruitment, training, and recognition.
  • Develop and maintain relationships with USO vendors and local contractors.
  • Create, maintain, and enforce Standard Operating Procedures and the Emergency Preparedness Plan (EPP), ensuring compliance and reporting incidents.
  • Perform and monitor financial activities, including budget creation/execution, banking, cash management, and inventory tracking.
  • Prepare, review, and present financial, operational, and statistical reports, and maintain required records.
  • Communicate Center operations, programs, and activities to internal and external parties, and compile content for publication across media and social channels.
  • Develop and maintain relationships with U.S. Military, community leadership, partners, donors, and media to enhance awareness and support.
  • May be required to operate a USO or personal motor vehicle.
  • Perform leadership duties in their absence and other assigned tasks.

Requirements

  • High School Diploma or equivalent; Bachelor’s Degree preferred.
  • 5+ years of experience in business operations, event management, or marketing, including 1+ years in a supervisory role.
  • Relevant experience in a non-profit, military, multicultural, or global organization preferred.
  • Demonstrated ability to lead high-performing teams and collaborate effectively.
  • Proficiency with computers, electronics, and software (e.g., Microsoft Office Suite, volunteer management software, social media platforms). Experience with Digital Cheetah preferred.
  • Fluency in English; native-level proficiency in the host country’s language preferred.
  • Strong interpersonal, customer service, and problem-solving skills, with the ability to interact professionally with diverse audiences.
  • Ability to handle confidential information and exercise sound judgment on culturally sensitive topics.
  • Working knowledge of basic business/accounting functions, including budgeting, project management, and cash/donation handling.
  • Demonstrated initiative, adaptability, and attention to detail, with the ability to manage multiple competing priorities.
  • Ability to obtain credentials for Center access (e.g., security/background screening, SOFA status, valid driver’s license).
  • Ability to obtain and maintain a valid U.S. passport and foreign driver’s license (if applicable).
  • Strong advocacy for the USO’s mission.

This position is located in Jacksonville, FL (NAS). Preference will be given to local candidates within commuting distance. A resume and cover letter are required for full consideration. Background checks (education, criminal, and driving) are mandatory.
