Case Manager - Day Report Center - Waukesha

Wisconsin Community Services is seeking a Case Manager for the Day Report Center in Waukesha. This full-time position provides intensive case management, supervision, and support to individuals court-ordered to the program as an alternative to incarceration, those under Deferred Prosecution agreements, and referrals from the Department of Correction Probation Agents.

About the role

Case Managers follow national diversion standards and use evidence-based assessments (GAIN, RANT, LS-CMI) to guide decisions on risk levels, eligibility, and support. They develop case plans addressing criminogenic risks and needs, facilitate evidence-based curriculums (Thinking for a Change, Carey Guides, BITS), and make independent decisions to meet the needs of individuals served. Case Managers produce compliance reports for courts, communicate with the DA’s Office and Probation Agents, and provide recommendations for sanctions or responses to violations.

Responsibilities

• Conduct LS-CMI assessments, analyze required assessments, and develop case plans for individuals served.
• Facilitate new intakes, explain program components, and conduct face-to-face supervision appointments to support compliance.
• Identify and provide community-based services, conduct skill-building activities, and facilitate evidence-based curriculums.
• Coordinate routine alcohol and drug testing, work with treatment providers to ensure compliance, and support individuals with program-related fees.
• Engage in internal team meetings, use professional judgment to recommend responses to violations, and make independent treatment provider referrals.
• Ensure adherence to national diversion program standards, including the use of assigned assessment tools.
• Enter tracking data into WCS AWARDS and CORE databases, ensuring timely and complete data entry.
• Provide court testimony as requested and conduct, monitor, and evaluate drug and alcohol testing.
• Report test results to the Court and relevant parties, and make independent recommendations for responses to violations.
• Ensure accurate and timely written and electronic files and court communication.
• Coordinate with Electronic Monitoring services, conduct routine bracelet inspections, and address outstanding fees.
• Attend the Waukesha County Victim Impact Panel at least once per year.
• Perform other job-related duties as necessary to carry out the responsibilities of the position.

Requirements

• Bachelor’s degree in criminal justice, Social Work, or a related field.
• Experience working with individuals experiencing mental health and/or substance use disorders.
• Prior experience in a case management role with the ability to function independently and as part of a team.
• Experience working with Community-Based Organizations and making referrals to meet the needs of individuals served.
• Ability to collaborate with justice system stakeholders, including judges, attorneys, jail staff, probation agents, and treatment providers.
• Valid Wisconsin Driver’s License, ability to pass a driver’s license check, employment drug test, and background checks.

Physical Demands

• Good hearing and verbal communication skills.
• Hand and finger dexterity for data entry and typing.
• Minimal driving within Waukesha County for direct observation drug testing.
• Ability to conduct, supervise, and evaluate drug and alcohol testing.

Work Environment

• Primarily office-based, with occasional court appearances and rare visits to other locations.
• Contact with justice-involved individuals, court officials, law enforcement, jail staff, treatment providers, DOC staff, and family members of individuals served.
• Full-time, 40 hours per week, including periodic assigned Saturdays (7:00-10:00 AM) for drug and alcohol testing.
• May involve exposure to disruptive behavior from individuals served.
