Career Development Facilitator Lead
About the role
While delivering innovative solutions, exceptional service, and trusted results, the Career Development Facilitator Lead (CDF Lead) provides training, guidance, and support to CDF personnel assigned to a caseload of TANF customers. The CDF Lead may also manage a caseload and is responsible for ensuring that case management personnel effectively engage eligible customers to assist them with career coaching, life skills, educational and vocational training, barrier removal, job readiness, and ultimately obtain sustainable employment.
In addition to a competitive compensation, this position is eligible for a sign-on bonus.
Responsibilities
- Coordinate all services and ensure that customers are making meaningful progress toward preparing, finding, and retaining employment.
- Provide intensive wrap-around case management services that support and facilitate customers’ progression and compliance with TANF work participation requirements for the entire caseload.
- Perform Program’s Intake Assessments by thoroughly completing all intake forms, including reviewing assessments and signing all intake documents with the customer during intake.
- Conduct an in-depth discussion with customers about the results of the assessments and the steps outlined in the initial GOAL4IT! plan.
- Develop and amend customer’s GOAL4IT by using the results of the assessments and customer’s input to create a detailed plan.
- Introduce customers to the program policies and processes.
- Perform barrier removal by referring customers to appropriate services, such as health services, childcare, free professional clothing, food banks, substance abuse, and mental health services.
- Coordinate multiple activities outlined in the customers’ GOAL4IT and help customers report their work participation.
- Engage customers in assigned activities and re-engage those who started to participate and subsequently stopped.
- Connect customers with needed and available community resources and follow up with customers and agencies to document use and success of referrals.
- Develop trusting working relationships with assigned customers.
- Monitor customer engagement and progress in Core and Non-Core TANF activities, ensuring each customer is engaged in an activity or in the process of enrolling.
- Conduct periodic reviews of GOAL4IT with customers at least once every month and discuss any need for amendments.
- Meet with customers weekly for up to 12 months to monitor progress against milestones, with at least 80% of follow-up meetings held in-person during the first six months.
- Assign structured and detailed job searches to customers, requiring verification of all documented job searches.
- Update MDWORKS with detailed narrations weekly, including:
- Basic customer information (e.g., updated telephone numbers and email).
- Activity participation information.
- Case notes related to customer’s status in participation and/or employment activities.
- Progress against GOAL4IT milestones.
- Efforts to address barriers.
- Challenges experienced in working with the customer.
- Compile and maintain detailed and accurate paper-based case files, including:
- All assessment-related documents signed by the customer.
- GOAL4IT documentation of hours that customers participated in activities or worked in unsubsidized jobs.
- Time sheets and paychecks.
- Letters of contact.
- Referrals made to outside agencies, including case notes describing each interaction and services provided.
- Documentation of good cause, requests for sanctions, and exemptions.
- Perform and monitor requests to remove, sanction, or exempt customers.
- Ensure all documents (e.g., timesheets, certifications, verification of educational enrollment, vocational training, employment, work experience, and community service) submitted on behalf of customers are valid.
- Assist in identifying and enrolling customers in vocational training programs (e.g., CPR, Customer Service, C.N.A, Hospitality, Phlebotomy) directly related to employment, including helping customers apply to programs, secure funding, and apply for financial aid.
- Assist in identifying and enrolling customers in educational programs such as GED that lead to a certificate of general equivalence and are directly related to employment.
- Assist in identifying and placing customers in relevant work opportunities such as on-the-job training, work experience, and community service programs.
- Participate in regular staff meetings, staff training, supervisory sessions, and aid the development of positive team relationships as requested.
- Perform other duties as assigned.
Requirements
- Bachelor’s degree from an accredited college or university. The degree requirement may be substituted for eight (8) years of professional work experience.
- Experienced with Temporary Assistance for Needy Families (TANF) workforce programs highly preferred.
- Superior oral and written communication skills.
- Excellent interpersonal, conflict resolution, coaching, mentoring, and leadership skills.
- Excellent project time management, customer service, and organizational skills.
- Ability to professionally adjust to unforeseen circumstances or programmatic changes.
- Ability to function at a high level of discretion and confidentiality.
- Must be a self-starter and committed to completing tasks timely, which may include working additional hours and/or over the weekend as needed.
Skills
- Personal computer literacy, including effective use of the Internet, email, video conferencing (Zoom, Teams), and Microsoft Office (Word, Excel, PowerPoint, and Outlook).
- Ability to learn and efficiently utilize various case management and program management software.
Physical Demands
- While performing the duties of this job, the employee is regularly required to walk, sit, talk, and hear.
- The employee must occasionally lift and/or move up to 25 pounds.
