Responsibilities
- Performing highly advanced (senior-level) consultative services and functional assistance work related to supporting the CAPPS Program.
- Functionally support the CAPPS Accounts Receivable (AR) and Cash Receipts (CR) modules, including:
- Module Coordination and Expertise
- Production Support and Issue Resolution
- Configuration and Maintenance
- Business Process Leadership
- Change Management and Enhancements
- Testing (Functional and UAT coordination)
- Integrations with other Modules
- Compliance and Policy Alignment
- Training and User Support
- Reporting and Analytics
- Release Management and Patch Release
- Technical Skillsets for applicable tools, including:
- Understanding Application Designer (records, fields, pages, components)
- SQR and BI Publisher report customization
- SQL Proficiency
- Understanding of PeopleSoft security, inclusive of State of Texas multitenancy requirements
- Monitoring all CAPPS AR batch jobs, including:
- Tracking job schedules
- Monitoring job execution
- Detecting and responding to failures
- Validating output
- Managing dependencies
- Performance tuning
- Documentation
- Proper communication and escalation
- Ensuring compliance when schedules must be altered
- Tools and Environment Knowledge, including:
- PUM (PeopleSoft Update Manager) and Change Assistant
- Fluid UI changes and page navigation
- Lifecycle management and selective adoption
- Elasticsearch/Search Framework
- Data migration and compare reports
- Cross-functional Collaboration, including:
- Strong problem-solving and troubleshooting
- Understanding and accounting for interdependence on legacy systems (USAS, TINS, etc.)
- Providing structured cross-training to support junior analyst capability growth
- Providing comprehensive training and support to agency personnel in accordance with established requests and organizational requirements
- Project-Level Coordination and Participation, including:
- Understanding and accounting for interdependence on legacy systems (USAS, TINS, etc.)
- Cyclic processes such as fiscal year-end
- State of Texas legislative changes, federal mandates, and third-party integrations
- Ensuring compliance with security, including multi-tenancy, and maintaining accessibility standards
- Participating in presentations at CAPPS User Groups and the CAPPS Steering Committee as requested
- Participating as directed in an annual SOC-1 attestation audit
- Performing other related work as assigned
Requirements
- Required Experience:
- 15+ years of experience performing PeopleSoft system configuration changes
- 12+ years of extensive knowledge and understanding of State of Texas applicable policies
- 12+ years of technical expertise with PeopleSoft Application Designer, Integration Broker, SQR, SQL, BI Publisher, SAP BusinessObjects, and related technologies
- 12+ years of experience supporting the Accounts Receivable/Billing non-core module in PeopleSoft FSCM 9.2
- 10+ years of experience supporting and overseeing batch processing, including Run My Jobs (RMJ)
- 10+ years of knowledge of security best practices, NIST standards, and multi-tenancy for statewide ERP environments
- 10+ years of experience supporting 30+ Texas State Government agencies in a large public-sector environment
- 10+ years of experience creating and managing strategic roadmaps, planning initiatives, and cross-functional collaboration
- 10+ years of experience with PeopleSoft Update Manager (PUM), Fluid UI, and Elastic Search
- 10+ years of functional project management experience supporting the CPA CAPPS program
- 10+ years of experience providing Tier 2 Service Desk support in coordination with Managed Services vendors providing Tier 3 support
- 10+ years of experience managing Priority 1 and Priority 2 incidents through the Major Incident Management (MIM) process
- 10+ years of experience participating in Disaster Recovery (DR) planning and exercises
- 10+ years of experience preparing and delivering executive-level presentations
- 10+ years of experience supporting the CAPPS Financials Tower in PeopleSoft FSCM 9.2
- 10+ years of experience in requirements gathering, analysis, design, development, testing, and implementation for two or more statewide systems including CAPPS, TINS, SPA, and USAS
- 10+ years of experience planning and coordinating statewide Fiscal Year-end processes
- 8+ years of experience gathering and presenting information for audits and open records requests
- 8+ years of experience interpreting contractual language, integrating contractual requirements into business operations, and managing vendor compliance
- 8+ years of experience preparing WCAG 2.1-compliant documentation and materials
- 8+ years of experience supporting the General Ledger/Commitment Control core module in PeopleSoft FSCM 9.2
- 8+ years of experience supporting the Asset Management core module in PeopleSoft FSCM 9.2
- 5+ years of experience supporting the CAPPS Financials Accounts Receivable/Billing module
- 5+ years of experience supporting the CAPPS Financials Cash Receipts module
- 3+ years of knowledge and experience applying ITIL principles and best practices for IT Service Management (ITSM) and IT Asset Management (ITAM)
- Preferred Experience:
- 12+ years of experience supporting the Accounts Payable (AP) core module in PeopleSoft FSCM 9.2
- 12+ years of experience supporting the Purchasing/eProcurement core module in PeopleSoft FSCM 9.2
- 10+ years of experience supporting CPA legacy Statewide Financial Systems production environments
- 6+ years of experience supporting the Inventory non-core module in PeopleSoft FSCM 9.2
- 6+ years of experience supporting the Strategic Sourcing non-core module in PeopleSoft FSCM 9.2
- 6+ years of experience supporting the Travel & Expense non-core module in PeopleSoft FSCM 9.2
- 6+ years of experience supporting the Project Costing non-core module in PeopleSoft FSCM 9.2
