CAPPS Financials Accounts Payable Analyst (PeopleSoft FSCM version 9.2)

About the role

The role involves performing highly advanced consultative services and functional assistance work related to supporting the CAPPS Program. The candidate will provide subject matter expertise in the CAPPS Accounts Payable (AP) module, including configuration, maintenance, and change management.

• Planning, designing, developing, implementing, supporting, and maintaining the information technology security measures to safeguard system information
• Monitoring all CAPPS AP batch jobs, including, but not limited to: Tracking job schedules, Monitoring job execution, Detecting and responding to failures, Validating output, Managing dependencies, Performance tuning, Documentation, Proper communication and escalation, Ensuring compliance when schedules must be altered
• Tools and environment knowledge, including, but not limited to: PUM (PeopleSoft Update Manager) and Change Assistant, Fluid UI changes and page navigation, Lifecycle management and selective adoption, Elasticsearch/Search Framework, Data migration and compare reports
• Cross-functional collaboration, including, but not limited to: Strong problem-solving and troubleshooting

Requirements

Required Experience:

• 10+ years of extensive knowledge and understanding of State of Texas applicable policies
• 10+ years of technical expertise in PeopleSoft Application Designer, Integration Broker, SQR, SQL, BI Publisher, SAP BusinessObjects, and related technologies
• 10+ years of experience performing PeopleSoft system configuration changes
• 10+ years of experience in requirements gathering, analysis, design, development, testing, and implementation for two or more statewide systems including CAPPS, TINS, SPA, and USAS
• 10+ years of experience supporting the Accounts Payable (AP) module in PeopleSoft FSCM 9.2
• 8+ years of experience supporting and overseeing batch processing, including Run My Jobs (RMJ)
• 8+ years of knowledge of security best practices, NIST standards, and multi-tenancy concepts for statewide ERP environments
• 8+ years of experience supporting 30+ Texas State Government agencies in a large public-sector environment
• 8+ years of experience creating and managing strategic roadmaps, planning initiatives, and collaborating with cross-functional teams
• 8+ years of experience with PeopleSoft Update Manager (PUM), Fluid UI, and Elastic Search
• 8+ years of functional project management experience supporting the CAPPS program
• 8+ years of experience providing Tier 2 Service Desk support in coordination with Managed Services vendors providing Tier 3 support
• 8+ years of experience managing Priority 1 and Priority 2 incidents using the Major Incident Management (MIM) process
• 8+ years of experience participating in Disaster Recovery (DR) planning and exercises
• 8+ years of experience preparing and delivering executive-level presentations
• 8+ years of experience gathering and presenting information for audits and open records requests
• 8+ years of experience supporting the CAPPS Financials Tower in PeopleSoft FSCM 9.2
• 8+ years of experience planning and coordinating statewide Fiscal Year-end processes
• 6+ years of experience interpreting contractual language, integrating contract requirements into daily operations, and managing vendor compliance
• 6+ years of experience preparing WCAG 2.1-compliant documentation and materials
• 3+ years of knowledge and experience applying ITIL principles and best practices for IT Service Management (ITSM) and IT Asset Management (ITAM)

• 12+ years of experience supporting the General Ledger (GL) module in PeopleSoft FSCM 9.2
• 12+ years of experience supporting the Purchasing/eProcurement module in PeopleSoft FSCM 9.2
• 10+ years of experience supporting CPA legacy Statewide Financial Systems production environments
• 6+ years of experience supporting the Accounts Receivable/Billing module in PeopleSoft FSCM 9.2
• 6+ years of experience supporting the Inventory module in PeopleSoft FSCM 9.2
• 6+ years of experience supporting the Project Costing module in PeopleSoft FSCM 9.2
• 6+ years of experience supporting the Strategic Sourcing module in PeopleSoft FSCM 9.2
• 6+ years of experience supporting the Travel & Expense module in PeopleSoft FSCM 9.2
