Job Duties
- Prepares and analyzes fiscal and budgetary documentation, reports, and records using Ohio Administrative Knowledge System (OAKS) and agency fiscal databases.
- Maintains, analyzes, and approves accounting transactions and reconciles expenditures of state, federal, and private funds.
- Codes data for processing; reconciles OAKS records, COGNOS reports, and internal spreadsheets.
- Prepares federal grant budget projections and recommends budget revisions.
- Prepares grant budget allocations based on projections and grant activities.
- Prepares financial status and specialized accounting reports as required by federal and private grantors.
- Analyzes grant expenditures.
- Maintains spending authority allotments and advises budget staff of adjustments as needed.
- Requests cash for various federal and private grants as necessary.
- Ensures revenue and expenditure processing is in accordance with applicable state and federal regulations and grant specifications.
- Develops/implements fiscal policies/procedures relative to federal/state grant guidelines.
- Assists grant project managers.
- Develops and maintains ledgers to track state, federal, and private funds expenditures.
- Directs, controls, and monitors the distribution of state, federal, and private funds.
- Maintains accuracy of records/reports; prepares appropriate forms, documentation, and correspondence.
- Distributes documents/reports; attends meetings to obtain or provide information.
- Copies documents; provides cross-training to unit staff; handles phone and email inquiries from internal and external customers.
Minimum Qualifications
- Completion of undergraduate core coursework in accounting or business administration.
- 12 months experience in accounting, fiscal, and/or budgetary management and control.
- 3 years target or 3 years of experience in accounting, fiscal, and/or budgetary management and control.
- 12 months experience as Fiscal Specialist 1, 66531.
- Equivalent of Minimum Class Qualifications for Employment noted above.
Major Worker Characteristics
- Knowledge of business administration or accounting.
- Applicable state &/or federal laws, rules, procedures & standards governing fiscal & budgetary operations.
- Use of calculator, video display terminal, and/or personal computer.
- Ability to handle large number of technical/fiscal variables & determine budgetary projections & allotments adequate to meet operational needs &/or authorize expenditures within spending authority.
- Gathering, collating, and classifying information about data, people, or things.
- Handling routine & sensitive inquiries from & contacts with officials/representatives of same &/or different political jurisdiction.
