Capital Project Manager

About the Role

HF Sinclair in Anacortes, Washington is seeking a Capital Project Manager to manage a portfolio of projects within the Capital Projects Department. The role involves overseeing projects with a Total Installed Cost typically greater than $5MM, ensuring they are completed safely, profitably, timely, and efficiently. The Capital Project Manager will be accountable for all aspects of assigned projects, including scope, estimate, schedule, engineering design, equipment and material selection, bidding, contractor selection, construction oversight, and management of change.

Responsibilities

• Direct and manage a large portfolio of multidiscipline, complex, or high-impact/high-value projects, ensuring performance in safety, cost, schedule, and quality.
• Apply project management and engineering skills throughout the phase gate process, interacting with project team members and key refinery/corporate stakeholders.
• Oversee engineering contractors, project deliverables, and field activities.
• Provide discipline-specific engineering assistance, direction, and development support to colleagues.
• Develop project scopes, justifications, budgets, and funding requests for approval.
• Create ROM project cost estimates for early-phase feasibility studies and idea submittals.
• Perform economic analyses and contribute to ROI reports for capital upgrades.
• Prepare and review project execution plans, technical specifications, contract documents, estimates, and gate documentation to meet HF Sinclair standards.
• Coordinate technical reviews for new, existing, and revamped equipment and facilities to ensure compliance with HF Sinclair engineering practices and industry standards (API, ASME, NFPA, ANSI, OSHA, etc.).
• Initiate and steward management of change reviews to ensure safety, operability, and maintainability in design.
• Specify and procure equipment, materials, and services; support Procurement in proposal review and supplier selection.
• Track schedule and costs, providing regular status reports and forecasts.
• Assist other project managers with estimates, designs, and construction packages, and provide quality assurance support during construction.
• Support construction and commissioning efforts through field walks, RFI responses, and installation approvals before turnover to operations.
• Facilitate pre-startup safety reviews of project scope and provide startup assistance for new and existing equipment.
• Handle special assignments or tasks as determined by the supervisor.

Requirements

• A minimum of ten years of progressive work experience in project management.
• Preferred: Professional Engineer registration and refinery or petrochemical industry experience.
• A minimum of a Bachelor's Degree in an Engineering discipline, or an equivalent combination of education and work experience.

Skills

• Technical expertise in area of specialty with the ability to stay abreast of new technology and processes.
• Strong knowledge of Microsoft products, project management concepts, and engineering software.
• Familiarity with discipline-specific standards and practices.
• Advanced written and verbal communication skills, including the ability to perform advanced mathematical calculations.

Supervisory Responsibility

May be responsible for the supervision of personnel as well as contractors.

Work Conditions

• Office and plant-based role with up to 20% travel by land and air.
• Work environment includes petroleum refinery, warehouse/plant, and outdoors, with exposure to chemicals, pressure vessels, tanks, rotating equipment, wet/oil-contaminated conditions, and confined spaces.
• Subject to varying temperatures, weather, and road conditions, including below-grade and elevated positions.

Physical Requirements

• Standing, walking, sitting, talking, hearing, and visual inspections.
• Making precise hand and finger movements, lifting and/or carrying up to 50 lbs.
• Climbing up to 200 ft, perceiving color differences, and wearing personal protective equipment (PPE), including respirators in emergencies (beards not permitted).
• Ability to operate and drive company vehicles; valid state driver’s license and proof of insurance required.
• Twisting, stooping, crouching, kneeling, reaching, or grasping as job conditions require.
