About the role

The position involves managing complex capital improvement projects from initiation to completion, coordinating with various stakeholders, and ensuring projects adhere to timelines and budgets.

Responsibilities

  • Formalizes and manages the City of Beaufort Capital Improvements Program (CIP).
  • Leads project lifecycles from initiation through completion, including large-scale construction projects requiring coordination with other jurisdictions.
  • Provides updates on the CIP program to senior management and City Council.
  • Engages with the public to gather feedback and convey information about capital projects.
  • Manages, develops, oversees, and evaluates projects using project management methodologies.
  • Coordinates interdepartmental cooperation and manages project budgets, schedules, and resources.
  • Communicates project methodology and processes to interested groups and team members.
  • Plans and manages efficient meetings and compiles project information and status reports.
  • Affords guidance and assigns duties to project staff as necessary.

Requirements

  • Minimum of five (5) years’ experience in managing complex scope projects from initiation to completion.
  • Infrastructure construction project management experience is preferred.
  • Graduation from an accredited four-year college or university with major course work in a field relevant to the assignment is generally preferred.
  • Experience and education may be substituted for one another.
  • Certification as a Project Management Professional (PMP) preferred.
  • Engineering experience, including certification as a Professional Engineer (PE), is preferred.
  • Contracting experience as a licensed General Contractor (GC) is preferred.

Qualifications

  • Comprehensive knowledge of stakeholders, infrastructure management, utility service coordination, and procedures for submitting data elements, reports, and updates to grant agencies.
  • Ability to assess, review, analyze, and resolve difficult and complex issues.
  • Working knowledge of interagency processes from the Federal to Local levels, particularly when dealing with federal, state, or local regulatory issues.

Skills

  • Knowledge of project management theories and practices applicable to complex projects.
  • Systems and procedures used to evaluate a third-party vendor’s performance.
  • Local, state, and federal laws and regulations relevant to the administration of the project.
  • Project management monitoring, addressing changes in scope or timing, and use of a computer and applicable software.
  • Managing project activities, establishing project goals and objectives, exercising sound judgment, analyzing complex information, demonstrating negotiation and facilitation skills, identifying project risks and gaps, preparing reports, and communicating effectively.
  • Ability to speak and/or signaling people to convey or exchange information.
  • Ability to read and comprehend policy and procedure manuals, technical bulletins, reports, plans, dictionaries, schedules, directories, financial documents, budgets, etc.
  • Ability to apply rational systems to solve practical problems and deal with a variety of concrete variables in situations where only limited standardization exists.
  • Ability to make independent judgments in the absence of supervisor.
  • Ability to comprehend and interpret received information and the ability to comprehend and implement basic office machinery functions.
  • Ability to deal with people beyond giving and receiving instructions.
  • Adaptable to performing under minimal levels of stress when confronted with an emergency or tight deadline.
  • Vocal communication is required for expressing or exchanging ideas by means of the spoken word.
  • Exposure to many environmental conditions; work is generally in a moderately noisy location.
