Campus Security Specialist, Level 1 - Provisional

About the Role

Under general supervision of the College Security Director or designee, incumbents will be assigned to perform various campus duties of a specialized nature in one or more of the following areas. All incumbents perform related duties, including post-audit reviews to ascertain program effectiveness.

Responsibilities

• When assigned to campus physical security (e.g., intrusion detection, photo identification, access control), provide oversight to system design and specification, contract design, bidding, letting, and project management.
• When assigned to security staff training and development, conduct and oversee campus in-service training programs, coordinate participation in University-sponsored training, and ensure all training related to licenses and certifications is current.
• Serve as equipment specialist for CCTV, lighting, access control, fire alert, or other safety, alarm, or surveillance systems; assist in college system designs; consult with vendors; and serve as liaison for purchase, installation, maintenance, repair, and operation.
• Serve as fire safety specialist and/or standpipe liaison: identify college needs for safety preparedness; assist in formulating emergency evacuation and fire safety plans; conduct staff safety training on internal procedures, fire extinguishers, and other safety devices.
• Serve as locking specialist: determine college needs for physical plant security; research new locking products and technologies; assess capabilities of locking systems for secure classrooms, storage vaults, laboratories, offices, and learning centers; provide direction to the college lock shop.
• Serve as physical security specialist in other designated areas of college security and safety.
• Serve as training and development specialist: review new procedures, operations, and protocols; determine staff needs; plan, schedule, and conduct training programs; evaluate training effectiveness; liaise with University-sponsored training programs; monitor staff licenses and certifications; conduct roll-call training.

Level II Additional Responsibilities

• Serve as Fire Safety Director: develop, implement, and maintain a Fire Safety Plan for all facilities; oversee and staff Fire command stations; liaise with the Fire Department during operations; direct building evacuation during emergencies.
• Recruit, train, and supervise Fire Safety personnel, including Deputy Directors, Fire Brigade, Floor Wardens, and Building Evacuation Supervisors.
• Coordinate fire safety matters with OSHA Coordinator, Campus Facilities, and Building and Grounds; conduct and evaluate fire drills; perform inspections as required by law; maintain pertinent records.
• Coordinate and develop University-wide security training for sworn and non-sworn personnel; monitor and maintain required training and re-certification programs to ensure compliance with University and New York State Division of Criminal Justice Services (DCJS) guidelines.
• Provide liaison and support to training coordinators; oversee the development, implementation, and maintenance of a university-wide training database; maintain records as required by law.
• Serve as principal coordinator for licensing requirements under NYPD Special Patrolman and NYS Security Guard Act; may supervise subordinate personnel.

Requirements

Level I:

• High school diploma or equivalent.
• Two (2) years as a CUNY Campus Public Safety Sergeant, or seven (7) years full-time experience in security, law enforcement, public safety, or a related technical field.
• Possession of special licenses, permits, or certificates as required by certification authorities in the field of specialization (specified in the job posting).
• Minimum of three (3) years of progressively responsible duties directly related to physical security or security training and development.

Substitutions:

• Associate degree may substitute for two (2) years of required generic work experience.
• Baccalaureate degree may substitute for four (4) years of required generic work experience.

Level II:

• Meet Level I requirements, plus one of the following:
  • Two additional years of work experience in fire safety management and all required certifications to serve as Fire Life and Safety Director (F-89 Certificate).
  • Two additional years of work experience in oversight and/or coordination of security training and development.
• May be required to obtain/maintain Peace Officer Status and certification from DCJS as a Peace Officer instructor.

Candidates are subject to a satisfactory background investigation, including criminal history review, drug tests, driving record review, work history verification, and reference checks. Re-fingerprinting and re-investigation occur every five years.

Pay

• New Hire Year 1: $64,214 (includes 13% salary suppression for the first 24 months).
• New Hire Year 2: $65,965 (includes 13% salary suppression for the first 24 months).
• Incumbent: $72,558.
