The Acquisition and Technology Analysis Group within JOID specializes in applying multi-disciplinary analytic skills to support clients such as the Office of the Under Secretary of War for Research and Engineering (OUSW (R&E)), Office of the Under Secretary of War for Acquisition and Sustainment (OUSW (A&S)), DARPA, the Joint Staff, and USINDOPACOM. SPA provides critical decision support to enable technological superiority and deliver secure, resilient capabilities to the warfighter efficiently.

About the Role

The C4ISR Acquisition Analyst will provide onsite support at the Pentagon in Arlington, VA, focusing on the National Intelligence (NI) Portfolio. This portfolio includes 49 acquisition programs executed by Defense agencies within the Intelligence Community, responsible for space-based ISR systems and architectures addressing the nation’s highest priority intelligence needs. Oversight is shared between USW (A&S) and the Deputy Director of National Intelligence (DDNI).

Responsibilities

• Provide subject matter expertise in analyzing missions, program goals, and assessments of Intelligence Community systems and architectures.
• Support the Office of the Deputy Assistant Secretary of War for Strategic, Space, and Intelligence Portfolio Management (DASW (SSIPM)) in the C4ISR Directorate, with a primary focus on Space-related ISR platforms.
• Conduct acquisition oversight and program reviews of Intelligence Community Major Systems Acquisitions (MSA), requirements, and statutory documentation for GEOINT and SIGINT systems.
• Support OUSW (A&S) and DDNI as co-chairs of the National Intelligence Acquisition Board (NIAB).
• Assist in Intelligence Community Program Reviews of MSAs, Special Interest Acquisitions (SIAs), and Experimental Research Demonstrations (ERD).

Requirements

• Active TS/SCI clearance.
• Master’s Degree.
• 10 years of experience with Intelligence Community systems from operational and programmatic perspectives, with expertise in space systems.
• Knowledge of Intelligence Community Direction 801 with acquisition program management experience.
• Experience supporting senior DoW or IC staff and coordinating with Joint Staff, OUSW (I&S), DoW CIO, and OSW CAPE.
• DAWIA Level II or higher certification(s).
• Able to work fully onsite based on client needs.

Preferred Skills

• PMO Experience (Acquisition Analyst - minimum).
• Familiarity with DoW 5000 Series and ICD 801.
• Knowledge of ICD 503 and software development metrics.
• Interagency experience with NGA, NRO, DIA, NSA, or ODNI.
• Holistic systems programmatic experience, including an engineering background.
• Strategic oversight and understanding of data flow from collection/sensor to mission execution.

Pay

Salary range: USD $175,000.00/Yr. - USD $225,000.00/Yr. Salaries are commensurate with experience, qualifications, and market considerations.
