C-130 Program Manager
About the role
Provide Program Management, Engineering, and C-130 Maintenance expertise to assist in the sustainment of the C-130 Combined Total Force test organization at Little Rock AFB, AR. Support may require working with the host unit for aircraft, operational, maintenance manpower, and equipment support. Responsibilities include drafting and coordinating memorandums of understanding (MOUs) and memorandums of agreement (MOAs) for parking, aircraft ground equipment, use of government-owned vehicles, building management, and airspace correspondence.
Responsibilities
- Day-to-day program management activities, including keeping all programs on cost and schedule, communicating with customers to ensure satisfaction, soliciting feedback, and traveling for programmatic meetings.
- Manage and maintain customer relationships; communicate customer needs to senior management; oversee customer meetings.
- Provide a quarterly Program Management Review (PMR) for each program under contract and present to Headquarters staff.
- Develop methods to monitor progress and provide corrective supervision if necessary.
- Resolve and assist in resolving conflicts within and between GMRE employees/contractors.
- Present oral and written reports defining plans, problems, and resolutions to appropriate levels of management.
- Monitor and maintain program schedule, including actual hours worked for any persons on assigned program(s).
- Plan for technical support functions required to support engineering, research, and development projects and activities, including set-up, maintenance, circuit testing, assembly, installation, and fabrication.
- Independently evaluate, select, and apply standardized principles and procedures to problems and projects of moderate complexity.
- Diagnose and correct complex system and equipment problems.
- Develop and conduct testing activities; may participate in design modifications for moderately complex assignments.
- Guide the technical efforts of less experienced staff.
- Serve as maintenance liaison between AATC and tenant units, including GSUs and TDY locations for all maintenance-related requirements.
- Draft and coordinate MOUs and MOAs for parking, aircraft ground equipment, use of government-owned vehicles, building management, and airspace correspondence.
- Complete 272 and 273 paperwork for SPO submittal and track all modifications for Configuration Management.
- Maintain all modification paperwork and provide input on new Technical Order procedures resulting from modifications.
- Ensure accurate and timely completion of all paperwork, CDRLs, and reports for assigned program(s).
- Possess knowledge of the Federal Acquisition Regulations (FAR), USC, and Code of Federal Regulations (CFR).
- Adhere to company policies and processes.
- Submit Monthly Status Reports (MSRs) to GMRE headquarters by the 5th of each month, including employee name, supported MDS, significant events, travel, and upcoming activities for the next 60 days.
- Support the AATC Commander on various ancillary projects as needed.
- Oversee the daily workflow of the C-130 Little Rock CTF.
- Provide constructive and timely performance evaluations.
- Handle discipline and termination of employees in accordance with company policy.
Requirements
- Bachelor’s degree with 15 years of DoD experience.
- Excellent verbal and written communication skills.

- Required to obtain and maintain a Secret security clearance; failure may result in withdrawal of job offer or removal.
- Valid driver’s license required for driving or renting a car for company business.
- Ability to pass a background check for access to specific working location installation bases.
Physical Requirements
- Generally sedentary work, with some recurring periods of maintaining equipment requiring lifting, standing, walking, stretching, bending, reaching, and stooping for short periods.
- Must be able to lift up to 50 pounds at times.
Travel
This position may require travel up to 50% of the time from the normal duty station to CONUS and OCONUS locations, including remote or isolated sites. Must be able to travel on military and commercial aircraft for extended periods to fulfill contract requirements.
