TSC is seeking a highly qualified professional Buyer III to support the procurement of goods and services for the Airborne Intelligence, Surveillance, and Reconnaissance (AISR) Division in Raeford, NC. Telework and remote options are available.
About the Role
The successful candidate will procure traditional and non-traditional supplies and services, interfacing with internal and external stakeholders, including Program Management, Customers, and Suppliers. The role involves managing risk, product cost, quality, and delivery lead times to meet corporate and program objectives.
Responsibilities
- Ensure compliance of procurement transactions with company policies, procedures, and federal, state, and local regulations.
- Partner with internal customers (engineers) to complete source selection and procurements that meet program requirements (schedule, cost, and quality); develop and recommend secondary/additional sources as needed.
- Review and negotiate terms and conditions with suppliers to secure the best price, terms, and purchasing considerations for each Purchase Order.
- Select and maintain sources of supply using progressive purchasing techniques.
- Review single and sole source justifications, commercial item determinations, and other documents for compliance with company policies.
- Review, track, and process Purchase Requests, ensuring correct payment terms and alignment with organizational procedures.
- Promptly address delivery, quality, or pricing problems with vendors and resolve them per standard procedures.
- Ensure orders are accurately and timely entered into and updated within Costpoint, with complete and clearly defined requirements.
- Monitor outstanding lead times for schedules and perform routine Purchase Order reconciliation.
- Coordinate with internal partners to identify future procurement needs and new supplier sources.
- Notify suppliers of rejections and costs incurred due to defective materials.
- Expedite deliveries and obtain approvals for alternative procurement methods if delivery is not available when required.
- Support Planning, Shipping & Receiving, and Inventory efforts.
- Stay abreast of changes in price, procedures, or restrictions on materials that could impact purchases.
- Maintain accurate procurement files and conduct supplier evaluations.
- Address and resolve discrepant (quantity or quality) material internally and with suppliers.
- Review and update reports to maintain supply chain metrics.
- Deliver procurements to customer sites.
Requirements
- Bachelor's degree in business, supply chain management, or a related field and 2–4 years of progressive experience in procurement of supplies and services for federal contracts.
- Alternatively, a High School Diploma with 8–10 years of relevant work experience.
- Experience in CPSR compliance and audit support.
- Proficient with Costpoint 8.0 Procurement Planning, Purchasing, and Material Management Modules.
- DoD procurement experience and knowledge of FAR/DFAR procurement regulations.
- Familiarity with parts, materials, and process requirements for aerospace and defense applications.
- Experience with foreign supplier sourcing and procurements involving ITAR/EAR.
- Experience placing foreign and domestic POs/Subcontracts of high complexity and processing high-volume POs across various business units.
- Demonstrated ability to multi-task and adapt in a fast-paced, changing environment.
- Knowledge of cross-functional duties (Accounting, Contracts, Program Management) to support total supply chain management.
- Experience with supplier negotiations.
- Ability to work independently with minimal supervision.
- Ability to lift 50 pounds.
- Valid driver’s license.
