Reviews scopes of work and prepare solicitation packages and requests for proposals, qualifications, and information. Recommends pricing methodology, review draft of technical specifications, and rewrite where appropriate to eliminate ambiguities, conflicts, and misunderstandings. Assists with review of work performed by district staff for accuracy and conformance to contracting and regulatory procedures. Prepare, plan, and conduct negotiations or participate in negotiating terms for new work, changes and negotiate contracting matters within dollar values; and prepare records of negotiations. Prepare recommendation and documents presented to the Board of Trustees for approval. Takes a leadership role in teaching, monitoring, and executing workloads as a team leader for procurement services. Acts as a primary point of contact and build relationships for assigned district departments in need of services. Assist buyers in the effective daily operations of job responsibilities. Serve as the first point of contact for problem resolution for the department. Review all proposals and board documents for content and accuracies for the assigned team department. Assists with contract compliance, contract close-out, renewal or extensions of current contracts. Review and approve purchase orders/transactions with proper consideration given to quality, price and delivery within proper procedures, policies, and requirementsProvides support for the District’s small business participation goalsKeep abreast of legal requirements and regulations of purchasing for school districts including such federal, state, county, and city laws as may apply. Bachelor’s Degree requiredThree to five years of directly related experience in either an institutional/government or school district purchasing environment; TASBO certification preferred. Knowledge of the principles, procedures, and legal requirements of school district purchasing and contracts, and financial accounting. Ability to assist in strategic planning and situational analysis. Ability to work in a fast-paced environment, with frequent interruptions, while managing multiple projects and successfully achieving long-term tasks and project timelines. Effective interpersonal skills to interact with all levels of employees, staff members, and the general public. Planning and problem-solving/investigative skills as required to research inquiries related to job responsibilities. Ability to gather data, compile and analyze information, and prepare reports. Ability to coordinate multiple projects and assignments; high Degree of flexibility required. Demonstrated skills in both verbal and written communication. Ability to provide information to staff in a way that maximizes productivity, efficiency, and cost-effectiveness. Computer skills, specifically, familiarity with Microsoft Windows, Microsoft Office, and Oracle preferred.
