Business Systems Analyst - Level III
Qualifications
Minimum of 10-12 years' experience, in technology or software development preferred.
A degree from an accredited College/University in the applicable field of services is required. If the individual's degree is not in the applicable field then four additional years of related experience is required.
Note: Special credentials (licenses and/or certifications) may be required at the Task Order level on a case-specific basis.
Delivery & Process Skills
Strong background in Agile/Scrum environments, including backlog refinement, writing stories, creating test cases, and participating in sprint ceremonies.
Hands-on experience with project/work management tools, preferably VersionOne.
Understanding of IT Service Management (ITSM)—incident, problem, change management (ServiceNow preferred).
Ability to manage UAT and CAT testing sessions, including scenario development, user coordination, and tracking defects.
Experience creating process documentation, user guides, SOPs, and support workflows.
Cross-Team Facilitation
Strong facilitation skills to lead discussions across multiple groups—business, developers, QA, vendors, and architects.
Ability to serve as the liaison between business and technical teams, ensuring clarity of requirements and consistent communication.
Skilled in running working sessions, gathering requirements, conducting impact assessments, and helping teams reach alignment.
Comfortable escalating blockers and driving issues to closure across vendors and internal US Government Client teams.
Soft Skills
Clear and concise communication, including the ability to break down complex topics for non-technical audiences.
Highly organized, with the ability to manage multiple workstreams, priorities, and timelines.
Detail-oriented, especially in documenting requirements, analyzing defects, and validating system behavior.
Proactive problem-solver, able to trace issues across interacting systems and propose logical paths to resolution.
Collaborative and team-oriented, comfortable working with large enterprise teams and cross-functional stakeholders.
