About the Project

The client is replacing the current Enterprise Resource Planning (ERP) system, PeopleSoft, with the Workday ERP system. The existing system, implemented in 2000, contains significant customizations to support internal processes. A needs assessment identified key opportunities for improvement in the new system, and Workday was selected following a competitive solicitation process.

Project Objectives

  • Move to a modern, cloud-based system with improved functionality compared to current systems.
  • Leverage standard functionality and align processes with best practices to minimize customizations.
  • Become more efficient in operations and citizen service.
  • Develop integrations between the new ERP system and other systems to facilitate efficient data transfers and processes.

In-Scope

  • Replacement of current PeopleSoft financials modules including procurement.
  • Replacement of current PeopleSoft human capital management modules.
  • Conversion of data from PeopleSoft to Workday.
  • Establishment of system integrations with Workday that are currently used with PeopleSoft.
  • Process improvement where alignment with best practices is required.
  • Organizational Change Management (OCM)-related readiness assessments, change strategies, and training.

Out-of-Scope

  • Workday modules that are not needed to replace existing functionality.

Responsibilities

  • Understand the business drivers and expected business outcomes.
  • Build trust-based relationships with stakeholders.
  • Collaborate with key stakeholders.
  • Define approach and perform activities to “discover,” document, and prioritize stakeholder requirements for assigned module(s).
  • Optimize current-state business processes, when possible, in future-state design.
  • Collaborate to develop a Responsibilities Assignment Matrix (RACI).
  • Collaborate to develop a stakeholder register.
  • Collaborate with the vendor to identify application configuration requirements.
  • Log and follow-through to disposition risks, action items, issues, and decisions.
  • Collaborate to develop use cases, scenarios, and test scripts.
  • Document and prioritize defects and drive remediation efforts.
  • Develop and submit status reports.
  • Other duties as assigned.

Requirements

Mandatory Qualifications

  • B.S. or B.A. degree (4-year) (or Associates degree plus an additional 5 years’ experience).
  • Demonstrated competency with mapping Human Resource and Finance business processes that contain steps in and outside of systems.
  • 5+ years experience working with multiple stakeholder groups to map, document, and optimize business processes.
  • Experience with interviewing stakeholders and workshops to extract accurate operational data.
  • Local candidates only.

Desired Qualifications

  • Experience as a Business Analyst in state, county, or city governments or non-profit sector.
  • Experience with Workday system (HCM and FIN).
  • CBAP, PMI-PBA, or other business analysis certification.
  • Lean, Six Sigma, or other business process mapping framework or certification.
  • Experience with MS Visio or other software tools.

Project Environment

The client is committed to racial equity, diversity, and inclusion and the prevention of workplace violence. The project is sponsored by Information Services within the Information and Public Records (IPR) Service Team, and the Finance and Human Resource Departments within the Strategic Service Team. The consultant resource for this position will be managed by the Enterprise Project Management Office.

The client operates in a flexible workplace environment, with internal employees working primarily off-site but occasional in-office work required.

Project Timeline:
Start date: April 1, 2025
Go-live date: January 1, 2027
Current phase: Testing (finishing end-to-end and beginning parallel testing; user experience sessions and training up next).

Resource Duration:
Anticipated start date: September 8, 2026
Anticipated end date: January 15, 2027
Estimated hours: up to 40 hours per week.
