Reporting to the team lead for THE HIVE, this position supports the City’s economic development efforts by ensuring businesses have access to a skilled workforce while empowering residents with pathways to meaningful employment.

Responsibilities

  • Work collaboratively with employers, educational institutions, workforce agencies, and appropriate community organizations to support job training, talent development, and employment initiatives in Virginia Beach.
  • Implement workforce development strategies and signature programs to meet the need of current and future talent in key industries as identified through City and Departmental leadership.
  • Attend business outreach visits and coordinate meetings with businesses to support workforce needs and share business resources.
  • Serve as a liaison between employers and workforce partners on the state, local, and regional level to facilitate effective communication on workforce resources and address gaps.
  • Collaborate with economic development team members to promote awareness of available workforce resources and services to residents, businesses, and key stakeholder groups.
  • Oversee programs focused on job training, upskilling, and reskilling initiatives—working with educational institutions to prepare individuals for high-demand careers.
  • Manage grants and funding opportunities to support workforce development efforts, including skill gaps and talent shortages, and implement customized solutions in partnership with team lead.
  • Prepare reports on workforce development outcomes, including metrics on job placements, training completions, and employer satisfaction in coordination with team lead and economic development leadership.
  • Perform other job duties requiring skills, knowledge, and physical requirements as needed. Individual assignments will be determined by the supervisor based on current workloads and department needs.
  • Track labor industry and other relevant data and provide regular reporting to ensure alignment of industry needs.
  • Use a CRM consistently to track all relevant workforce and economic development activity.

Requirements

  • Bachelor’s degree in Business, Public Administration, Human Resources, Business Administration, Education, or a related field.
  • Three (3) years of experience utilizing the required knowledge, skills, and abilities in areas such as domestic and international business attraction, project management, marketing, and strategic planning.

Preferred Qualifications

  • Post-secondary degree (associate’s, bachelor’s, and/or master’s) in Business Administration or related field.
  • Experience with grant administration.
  • Experience working with regional and state groups on workforce economic development projects.
  • Experience working with workforce boards and commissions.
  • Experience facilitating and providing clear and concise oral, visual, and written presentations to include senior leaders, stakeholders, and employees at all levels of the organization.
