PQT Ayaquhs LLC, an operating firm of Command Holdings, is a tribally-owned firm providing management consulting services to U.S. government agencies. Preference will be given to qualified Native Americans and spouses in all phases of employment.

About the role

The Business Development Director will lead business development and capture efforts focused exclusively on contracts awarded by or in direct support of USSOCOM and other Combatant Commands. The Director drives revenue growth through opportunity identification, competitive positioning, teaming strategies, and capture planning across the SOF Enterprise — encompassing USSOCOM, SOF Component commands, sub-unified commands, the Joint Staff, Services, and CCMDs — while maintaining priority focus on USSOCOM and its component commands. Key service areas include training and exercise support, intelligence operations, irregular warfare, acquisition program management, engineering, logistics, strategic communications, and a broad range of SOF mission support services.

Responsibilities

  • Model CH's values in all interactions and align execution with SOF customer expectations through engagement with General Managers and Program Managers.
  • Develop and execute a data-driven growth strategy using market intelligence and SOF Enterprise relationships.
  • Maintain a regular personal presence at the Commands and across the SOF Enterprise.
  • Lead competitive analysis sessions, win-theme workshops, and executive proposal reviews.
  • Maintain a long-term capture pipeline, looking ahead two years at all times, and pursue active capture activities to increase probability of win.
  • Develop RFP/RFI response strategies covering teaming arrangements, technical approaches, staffing plans, price-to-win analysis, and go/no-go gate briefs.
  • Conduct long-term horizon scanning to shape emerging requirements before solicitation release.
  • Lead development of white papers, capability briefs, and unsolicited proposals.
  • Serve as a domain expert and solutioning leader for differentiated technical approaches.
  • Build and maintain trusted, leadership-level relationships with government customers, Contracting Officers, Program Managers, small business offices, and industry partners across military enterprises.
  • Expand CH's brand through thought leadership, industry conferences, government outreach events, and targeted partnership development within the SOF community.
  • Collaborate with proposal teams throughout the development process, ensuring compliance and alignment with win themes.
  • Coordinate gate reviews, capture reviews, and executive briefings.
  • Maintain accurate pipeline metrics and opportunity forecasts within CH's CRM system.
  • Monitor procurement forecasts, agency budgets, contract vehicles, and acquisition schedules.
  • Communicate staffing requirements through the Gate Brief and Proposal Kickoff processes.
  • Interview candidates for specialized roles and continuously network with potential staff to ensure availability when requirements arise.
  • Develop General Manager and Program Manager understanding of CH's business development model.
  • Identify future growth leaders.

Work Environment

  • Moderate noise (e.g., business office with computers, phone, and printers) and/or occasional loud noise (e.g., airfield, large equipment).

Travel

21-49% regular travel required.

Requirements

  • Bachelor’s degree or equivalent work experience.
  • Minimum of five (5) years of business development experience in defense markets, domestically and internationally.
  • Deep knowledge of Combatant Commands, USSOCOM, the SOF Enterprise, the SOF budget cycle, and the full range of SOF services.
  • Working knowledge of FAR, DFAR, ITAR, and DCSA.
  • Demonstrated success winning federal opportunities on strategically sourced contract vehicles, including IDIQ, BPA, GWAC, GSA Schedule, and task orders.
  • Proven history of securing contracts valued at $50 million or greater.
  • Experience supporting DoW programs and familiarity with Tribal 8(a) contracting strategies.
  • Strong, existing relationships with USSOCOM Program Executive Offices — including SOF AT&L, PEO Services, PEO Tactical Information Systems, PEO SOF Warrior, PEO SOF Support Activity, and PEO SOF Digital Applications — as well as with current USSOCOM vendors for teaming purposes.
  • Strong written, verbal, and executive communication skills, as well as analytical, negotiation, and strategic planning abilities.
  • Proficiency with CRM platforms such as Salesforce, GovWin, or Deltek Costpoint.
  • Strong attention to detail and ability to manage multiple deadlines under tight timelines.
  • Excellent written and verbal communication skills with the ability to deliver constructive feedback effectively.
  • Professional proficiency in English.
  • Ability to pass a federal background investigation including fingerprinting.
  • U.S. citizenship required.
  • Must be able to obtain and maintain a TS/SCI security clearance.
  • Ability to access federal facilities in compliance with Real ID.
  • Must be currently authorized to work in the United States on a full-time basis; PQT Ayaquhs LLC will not sponsor applicants for work visas for this position.

Preferred Qualifications

  • Master's degree, MBA, PMP, or professional certifications in business development, capture, or proposal management.
  • Current, active TS/SCI security clearance.
  • Prior SOF experience.
  • Experience with Capture2Proposal and IDIQ vehicles such as GSA OASIS or Seaport Next Generation.
  • Proven track record of revenue growth on accounts exceeding $100M.
  • Experience with small business programs (8(a), HUBZone, SDVOSB, WOSB) and rapid acquisition pathways (OTA, SBIR/STTR, FAR Part 12).
  • Located in the Tampa, FL metro area.

Pay

Expected salary range: $150,000 - $170,000
