About the role
The Texas Education Agency requires the services of one Business Analyst 3 to support the agency's mission of improving student outcomes through major enhancements and/or rewrite efforts. This position involves performing advanced, senior-level business analysis work, serving as the conduit between the program/customer community and the software development team.
Responsibilities
- Elicitation & Analysis - Analyzes user needs, business processes, pain points, and computer system capabilities to automate or improve existing systems. Elicits requirements using joint application development (JAD), interviews, document analysis, surveys, use cases, competitive product analysis, and workflow analysis.
- Requirements Writing & Visual Output - Transforms information from elicitation sessions into business and functional requirements, use cases, user stories, software requirements specifications documents, wireframes, and mockups. Uses standard templates and simple, unambiguous, and concise natural language.
- BA Best Practices & Mentorship - Acts as a mentor to peers and colleagues in disseminating best practices and proactively seeks out training opportunities.
- Using TEA Tools Effectively - Uses TEA tools, such as Jira and Modern Requirements, to manage the change control process, participate in the SDLC, and track and communicate requirements status.
Requirements
- Years Required/Preferred Experience: 8 Required Experience eliciting requirements from interviews with customers and creating well-written system requirements
- Years Required/Preferred Experience: 8 Required Experience with software development life cycles (SDLCs)
- Years Required/Preferred Experience: 8 Required Business process re-engineering and software process flow improvement experience
- Years Required/Preferred Experience: 8 Required Experience developing user stories and use cases that conform to business analysis best practices
- Years Required/Preferred Experience: 8 Required Experience designing mockups and/or wireframes that conform to UX best practices
- Demonstrated strong communication and facilitation skills
- Demonstrated strong writing and organization skills
- Documented experience working for or closely with TEA OR a federal/state/local education agency OR ed vendor
- Documented work experience with the issue tracking software "Atlassian Jira"
- Documented work experience with the requirements management software "Modern Requirements"
Qualifications
- Previous Experience with Educator Certification
- Previous Experience with Educator Preparation Program Data Collection and Accountability
