About the role
This position involves working closely with program resources to analyze, create, review, and test program documents and other required deliverables. The role requires close collaboration with the project manager, ITS manager, technical team members, and other project stakeholders to guide the System Development Life Cycle (SDLC).
Responsibilities
- Work closely with the project team to identify and scope the stated business problem, providing guidance and recommending the best approach to solving it.
- Act as a liaison to stakeholders and Subject Matter Experts to gather, analyze, communicate, validate, and verify requirements for complex changes to current business processes, policies, and information systems, as well as for the development of new processes, policies, and information systems.
- Create as-is and to-be business process flows to ensure that the implemented business process and supporting software meet agency needs.
- Conduct requirements workshops and Joint Application Development (JAD) sessions with agency subject matter experts as part of the technique set to elicit requirements.
- Create business requirements documents, context diagrams, business requirements documents (BRD), system "as-is" and "to-be" states, system specifications, use cases, workflow diagrams, report and screen mockups, swim lane diagrams, and prototypes.
- Ensure that artifacts required by ITS governance processes and Secure Systems Development Lifecycle (SSDLC) are created and support the project scope.
- Manage requirements throughout the life of the contract using a requirements management plan and traceability to ensure coverage between the source of each requirement and the test case(s) it will be tested by.
Requirements
- 10+ years of experience analyzing an organization or business domain and documenting its business or processes or systems, assessing the business model or its integration with technology, with distinct deliverables to a solution.
- 60 months of experience eliciting and analyzing stakeholder's business needs using a variety of analysis techniques and converting those into verified and validated functional and non-functional requirements for development.
- 60 months of experience in creating and maintaining software development artifacts for communication of requirements, including context diagrams, understanding application interdependencies, encompassing dependency mapping connections between applications, textual use cases, swim lane diagrams, report specifications, wireframes, user interface specifications, and non-functional requirements specifications.
- 60 months of experience facilitating requirement workshops, JAD sessions, and structured walkthroughs, performing impact analysis to assess the potential effects of changes on other applications and reports, and conducting risk assessments to mitigate issues.
- 36 months of experience creating test plans and test cases and working with users on User Acceptance Testing.
- 36 months of experience managing requirements throughout the Requirements Management Lifecycle, including creation and execution of a Requirements Management Plan, requirements traceability, establishing requirements baselines, and managing requirements change control.
- 24 months of experience working on application integration or data integration initiatives.
