About the role

Expert Business Analyst who will work with agency unit stakeholders to document and understand existing business processes, specifically in relation to compliance with applicable regulations and mandated reporting to the state or SAMHSA. This role will define To-Be requirements and processes to support the design and development of new applications in alignment with the agency's technology roadmap.

Responsibilities

• Elicit and analyze stakeholders' business needs using a variety of analysis techniques and convert them into verified and validated functional and non-functional requirements for development, including:
  • Functional requirements
  • Non-functional requirements
  • Report requirements
  • Business rules
• Create and maintain software development artifacts for communication of requirements, including:
  • Business cases
  • Business Requirements Documents (BRDs)
  • Use cases
  • Report mockups and wireframes
  • Flow diagrams
  • Context diagrams
  • Textual use cases
  • Swim lane diagrams
  • Report specifications
  • User interface specifications
  • Non-functional requirements specifications
• Facilitate requirement workshops, such as JAD sessions and structured walkthroughs.
• Manage requirements throughout the requirements management lifecycle, including:
  • Creation and execution of a requirements management plan
  • Requirements traceability matrix
  • Establishing requirements baselines
  • Managing requirements change control
• Create test plans and test cases and work with users on User Acceptance Testing.

Requirements

• 84 months of experience eliciting and analyzing business needs and converting them into functional and non-functional requirements.
• 84 months of experience creating and maintaining software development artifacts for requirements communication.
• 84 months of experience facilitating requirement workshops (e.g., JAD sessions, structured walkthroughs).
• 72 months of experience managing requirements throughout the requirements management lifecycle.
• 60 months of experience creating test plans and test cases and conducting User Acceptance Testing.
• CBAP (Certified Business Analysis Professional) certification by the International Institute of Business Analysis (IIBA).
• Bachelor’s degree in business intelligence, information science, criminal justice, health science, computer science, mathematics, or public/business administration.
