About the Role

Expert Business Analyst who will work with agency unit stakeholders to document and understand existing business processes, specifically in relationship to compliance with applicable regulations and mandated reporting to the state or SAMSHA. This role will define To-Be requirements and processes to support the design and development of new applications in alignment with the agency's technology roadmap.

Responsibilities

• Lead JAD sessions for As-Is/To-Be business processes and use cases.
• Interview stakeholders to document requirements for existing and new applications.
• Work across all bureaus and units to understand mission-critical business processes.
• Elicit, analyze, and convert stakeholder business needs into verified and validated functional and non-functional requirements for development, including functional requirements, non-functional requirements, report requirements, and business rules.
• Create and maintain software development artifacts for communication of requirements, such as business cases, business requirements documents (BRDs), use cases, report mockups, wireframes, flow diagrams, context diagrams, textual use cases, swim lane diagrams, report specifications, user interface specifications, and non-functional requirements specifications.
• Facilitate requirement workshops, including JAD sessions and structured walkthroughs.
• Manage requirements throughout the requirements management lifecycle, including creation and execution of a requirements management plan, requirements traceability matrix, establishing requirements baselines, and managing requirements change control.
• Create test plans and test cases and work with users on User Acceptance Testing.

Requirements

• 84+ months of experience as a Business Analyst, analyzing business domains, documenting processes or systems, and assessing business models or their integration with technology.
• 84 months of experience eliciting and analyzing stakeholder business needs and converting them into verified and validated functional and non-functional requirements.
• 84 months of experience creating and maintaining software development artifacts for requirements communication, including business cases, BRDs, use cases, report mockups, wireframes, flow diagrams, context diagrams, textual use cases, swim lane diagrams, report specifications, user interface specifications, and non-functional requirements specifications.
• 84 months of experience facilitating requirement workshops, such as JAD sessions and structured walkthroughs.
• 72 months of experience managing requirements throughout the requirements management lifecycle, including requirements management plans, traceability matrices, baselines, and change control.
• 60 months of experience creating test plans and test cases and working with users on User Acceptance Testing.
• CBAP (Certified Business Analysis Professional) certification by the International Institute of Business Analysis (IIBA).
• Bachelor’s degree in business intelligence, information science, criminal justice, health science, computer science, mathematics, or public/business administration.
