BUSINESS ANALYST
About the role
The Colorado Department of Human Services (CDHS) seeks a Business Analyst to join the Business, Innovation, Technology, and Security (BITS) team. This role is a critical liaison, translating business needs and goals into effective technology and process improvement solutions.
Responsibilities
- Analyze and document business processes, services, and information needs.
- Gather, validate, prioritize, and translate program requests into clear functional requirements and specifications for technical teams.
- Develop and manage the User Acceptance Testing (UAT) strategy, including creating test plans and use cases to ensure implemented solutions are high-quality and meet specified business requirements.
- Serve as a primary point of contact for end-user support, troubleshooting, and issue resolution, particularly for HR Systems.
- Develop and conduct training for end users to ensure consistent understanding and use of systems and procedures.
Requirements
- A self-starter with strong communication and facilitation skills, capable of serving as the critical liaison between business stakeholders and technical teams, and effectively taking direction to execute the strategic vision set by the Product Owner.
- A detail-oriented individual with strong analytical and problem-solving abilities, focused on anticipating issues, driving projects forward, and creating actionable solutions from concept through completion.
- Experience or strong understanding of modern methodologies like Agile and Lean techniques.
- A strong focus on designing effective solutions with a people-first approach, focusing on the needs and experience of the end-user.
- A strong focus on delivering effective customer service and ensuring solutions function reliably in day-to-day operations, particularly for HR Systems. This includes providing end-user support, troubleshooting, and developing necessary training.
Qualifications
- Experience Only: Six (6) years of professional experience as a Business Analyst and/or Project Manager with business analyst responsibilities.
- OR Education and Experience: A combination of a Bachelor's Degree in related field (e.g., Computer Science, Information Technology, Business Management, etc.) AND Two (2) years of professional experience as a Business Analyst and/or Project Manager with business analyst responsibilities.

- Independence & Autonomy: Works independently with minimal direction, proactively seeking out information and solutions to drive progress.
- Takes full responsibility and accountability for assigned tasks and their outcomes.
- Effective in using available information and resources to quickly overcome obstacles.
- Multitasking and Organizational Skills: Proven ability to prioritize and manage a high volume of urgent tasks effectively.
- Skilled in clearly conveying process needs and proposing improvements to enhance team functionality.
- Demonstrated ability to successfully manage multiple tasks concurrently and adhere to strict completion timelines.
- System Acumen & Technical Proficiency: Experience dealing with security and compliance requirements in the context of systems assurance. Capacity to quickly learn and master new systems and technologies.
