About the role

The Business Analysis and Testing (BAT) Team Lead is selected by and is accountable to the HHSC IT Long Term Care (LTC) Applications Team Manager, with approval from the MES Director. The position assists with planning, organizing, prioritizing, guiding, controlling, and evaluating work performed by the Business Analysis and Testing team. The Team Lead performs and guides advanced business analysis, defect repair, testing, and ad hoc reporting activities for complex applications. This position performs advanced business analysis work with primary emphasis on leading and facilitating the service-request lifecycle.

Responsibilities

  • Assist Manager to ensure adequate staffing for team based upon staffing levels approved by HHSC management (10%)
  • Plan, organize, prioritize, and schedule business analysis and testing for all HHSC Long Term Care applications resulting from IT Projects, Help Desk Calls, IT Customer Requests, or other assignment approved by the Manager or MES Director in accordance with IT goals, objectives, and standards (35%)
  • Help Manager supervise and control business analysis and testing team so that applications are available at least 96% to 98% of the time, service level agreements with customers are met, and team members work on approved assignments (20%)
  • Perform systems analysis and testing activities to evaluate application solutions supporting customer requirements, changes in systems requirements, software releases, equipment configurations, and relationships/dependencies between systems (e.g., analyzing federal and state regulations regarding automation, researching technical solutions, and performing needs assessments) (10%)
  • Ensure compliance with all Federal, State, and agency laws, rules, policies, and procedures including SOPs that govern HHSC IT (5%)
  • Provide leadership that contributes to teamwork and unit harmony (10%)
  • Promote an image of IT excellence and communicate effectively (10%)

Requirements

  • Graduation from an accredited four-year college or university with major coursework in computer science, computer information systems, management information systems, or a related field; experience may be substituted for education on a year-for-year basis
  • Five (5) or more years’ experience as a Business Analyst

  • Ability to manage ambiguous and continuously evolving business needs
