About the role

Under the supervision of the Park Superintendent, provides leadership for the overall buildings and grounds maintenance program in the Park Services Division of the Recreation and Parks Department. Assists the Parks Superintendent and the Parks Planner in the analysis, development, and implementation of all elements in the Department’s maintenance budget, including the tracking of expenditures, the evaluation of trends, the anticipation of program cost requirements, and assists with the identification of capital budget items.

Responsibilities

  • Develops operational maintenance schedules for park facilities to address the repair, maintenance, landscaping, and routine cleaning of parks facilities, grounds, and equipment.
  • Develops and utilizes standardized work times to create routine schedules and to ensure staff is utilized to maximum efficiency.
  • Develops daily, weekly, and monthly Preventative Maintenance (PM) schedules for departmental building and building infrastructure.
  • Uses PM information to develop work orders and operational/capital budgets.
  • Develops contract specifications in consultation with specialty vendors to contract the maintenance of complex facility equipment such as HVAC units, electrical systems, athletic field lighting, specialized pool equipment, roofing systems, sewer lift stations, and other facility infrastructure.
  • Contracts out specialized maintenance functions that are beyond staffing levels or staffing expertise.
  • Inspects facilities, grounds, and equipment to determine current and future maintenance needs and evaluates the effectiveness of existing maintenance procedures.
  • Recommends corrective measures or improvements to existing procedures as needed.
  • Manages work orders to ensure the timely completion of work requests that are not addressed in the PM program.
  • Inspects repairs made to ensure work is of high quality.
  • Evaluates large repair or construction needs to develop repair estimates and/or major park construction or improvements.
  • Manages subordinate personnel to ensure work is occurring efficiently and effectively.
  • Develops written objectives for each review period that reflects reasonable goals required for that period.
  • Identifies as needed specialty maintenance teams and works to improve staff specialty skills through a staff development program.
  • Communicates identified sub-supervisor needs to the Parks Superintendent for consideration of reorganization or reclassification.
  • Works with Parks Superintendent and Parks Planner to develop a 10-year capital needs assessment, an annual capital budget, and the annual operational budget for the Parks Division that details and justifies current and new budget requests.
  • Reviews consultant or engineering developed engineered drawings and specifications to ensure project designs meet the needs of the department and that specifications are complete/compatible with the desired project scope.
  • Organizes and provides staff training in technical, semi-technical, and safety areas to ensure uniform service delivery standards are provided to park users.
  • Prepares a variety of reports and records as needed in a clear manner, including the development of spreadsheets, memoranda, work order tracking/trends, man-hour work report analysis, etc.

Requirements

  • Education and Experience: Associate’s degree from an accredited college or university in park and recreation management, maintenance engineering, landscaping, construction management, or other related field; and Three to five years of supervisory experience required regarding structural maintenance, electrical and/or mechanical systems, construction management, grounds management and landscaping; or An equivalent combination of education and experience which provides the required knowledge, skills, and abilities.
  • Knowledge: The crafts and skills applicable to building, mechanical, and landscaping maintenance work and any permitting associated with this work; all equipment and specialized tools used in building maintenance and landscaping; the costs of maintenance and repair functions.
  • Skill: Computer operation, including Microsoft Office products and work order software.
  • Ability: Plan, schedule, supervise, and inspect the work of skilled and semi-skilled subordinates in building and mechanical maintenance and landscaping; present information clearly and concisely; inspect building maintenance and construction work for adherence to plans, specifications, and procedures; maintain records and prepare reports; meet and deal courteously with the public; perform work requiring good physical condition; establish and maintain effective working relationships with other employees.

Qualifications

  • Valid North Carolina Driver's license and acceptable driving record.

Skills

  • Computer operation, including Microsoft Office products and work order software.
