About the role

The City of Salina is seeking a Building Official to lead the Building Services Division within the Community & Development Services Department. This position provides leadership for division operations, staff development, customer service, and implementation of adopted building codes and department policies. The Building Official oversees the day-to-day operations of the division, including inspections, plan review, permitting activities, property maintenance enforcement, and code interpretation. The position works closely with division staff, contractors, design professionals, developers, other City departments, and community partners to provide consistent, effective service and support quality development throughout Salina. This position is ideal for an experienced building professional who combines strong technical knowledge with the ability to lead people, manage operations, exercise sound judgment, and build effective working relationships.

Responsibilities

  • Oversees inspection of buildings and similar structures; reviews plans for code compliance and in accordance with approved plans and specifications; reviews and issues building, mechanical, plumbing, electrical, demolition contractor registration/licenses.
  • Enforces property maintenance codes; oversees inspections of existing buildings to determine hazardous conditions, structural failures or need for maintenance or repair; drafts amendments to building codes and assists with updates via presentation to the Building Advisory Board and City Commissioners.
  • Manages inspection activities in the division as outlined in the Salina Municipal Code; assists in preparation, development and administration of division goals, objectives, policies, and procedures for assigned programs that meets or exceeds the division's accreditation goals; continuously monitors and evaluates Department adherence to the efficiency and effectiveness of Commitment to Customer Service Quality and City Values.
  • Directs daily operations of Building Services Division; monitors inspection schedules, permit activity, plan review workloads, staffing assignments, and operational priorities to ensure efficient service delivery and continuity of operations.
  • Selects, trains, motivates, mentors, and evaluates division staff; develops employees through coaching, professional development, succession planning, and performance management; provides or coordinates staff training and works with staff to correct deficiencies through a timely, accurate and thorough performance review process.
  • Provides training opportunities to inspectors and contractors; meets with and provides code interpretation for building inspectors, property owners, contractors, and design professionals.
  • Advises design professionals, builders, owners of minimum construction standards that conform within adopted building requirements; interacts with contractors, design professionals and developers to maintain dialogue regarding local construction practices, department policies and procedures, and locally adopted codes and amendments.
  • Coordinates with other City departments and divisions to support Development Review Team activities, departmental initiatives, and organization-wide projects.
  • Ensures consistency with division staff in code interpretations; resolves code interpretation discrepancies between staff and the building community; assists design professionals and customers in resolving code conflicts including providing acceptable alternative solutions.
  • Maintains effective communication with staff, customers, contractors, design professionals, City departments, and leadership regarding operational issues, code interpretations, division initiatives, and customer service matters.
  • Researches and prepares reports; assists in annual budget preparation and ensures financial compliance.
  • Works varied schedule as needed and performs other duties as assigned.

Education

  • High school diploma, G.E.D., or equivalent.
  • Bachelor's degree in construction sciences, architecture, or related fields of study.
  • Must possess International Code Council (ICC) Certified Building Official certification within thirty-six (36) months after start date of employment.

Experience

  • Five (5) years of experience in building trades or building inspection with two (2) years supervisory or lead experience.
  • Multi-level certifications in commercial and residential inspections including plumbing, electric, and mechanical inspections.

Requirements

  • Must possess a valid Kansas driver's license.
  • Must live within 40 minutes response time.

Schedule

  • Monday – Friday.
  • 8:00 a.m. to 5:00 p.m.
  • Works a varied schedule as needed.

Pay

  • $82,884-132,616/yr.

Benefits

  • 48 hours of vacation available upon hire; additional 48 hours earned during the year (96 hours in first year).
  • 96 hours of sick leave during first year.
