The Maryland National Capital Park & Planning Commission is a bi-county agency servicing both Montgomery and Prince George’s counties. About the role

We’re looking to fill a Campus Maintenance Superintendent role at our newly opened Largo HQ campus. In this role, you’ll be responsible for managing, implementing, and maintaining building management systems for two office-class buildings and a park housed within a large and highly publicly visible complex. You’ll perform preventative maintenance and repairs in the area(s) of your proficiency, conduct inspection and/or assessment of building systems and grounds of the HQ campus, and respond to repair calls for all building systems. You’ll also manage and schedule staff, maintain records and files, draft reports including RFQs, and coordinate with engineers, contractors, and inspectors to resolve actual and potential problems while serving as the subject matter expert for conservation opportunities at Largo HQ.

This position falls within the Facility Services Division (FSD), the largest Division within the Department of Parks and Recreation, Prince George’s County. We provide high-quality maintenance and maintenance support services for all parks and recreation facilities. The Campus Maintenance Superintendent will perform as a key member of the Largo HQ Complex maintenance team and will work solely at the Largo HQ campus.

Responsibilities

  • Manages the overall maintenance of building management systems, such as energy management, security, elevator, heating, ventilation, HVAC, electrical, and plumbing associated with the Largo HQ Campus.
  • Schedules preventative maintenance and repairs for other systems with certified contractors or staff as appropriate.
  • Conducts inspection and assessment of building systems and grounds at the Largo HQ Campus.
  • Investigates and resolves building service requests and complaints from building occupants, management, and the general public.
  • Tests safety devices and controls and provides recommendations for minor adjustments and repairs of all systems where appropriate.
  • Completes major adjustments or repairs in area(s) of proficiency.
  • Responds to all repair calls.
  • Assigns and leads activities of lower-grade employee(s) in a variety of duties related to any one of the skilled trades required for building maintenance.
  • Coordinates snow removal as necessary.
  • Plans and schedules work to building systems or preventative maintenance as required.
  • Researches, plans, and coordinates activities, programs, and personnel both internally and externally to accomplish objectives.
  • Maintains administrative records and files in accordance with Commission policies and procedures.
  • Schedules all maintenance inspections required by Federal, State, and local codes and regulations to ensure compliance.
  • Communicates with FSD leadership and the ELT to ensure understanding of scope of repairs, renovations, timelines, budget challenges, etc., on a regular basis.
  • Writes routine/draft administrative reports including requests for quotes (RFQs).
  • Reviews and recommends approval of routine quotes, payment of invoices and purchase orders, and petty cash receipts.
  • Confers and coordinates with engineers, contractors, and/or inspectors to explain, clarify, and resolve actual and potential problems with the maintenance and repair of all systems.
  • Acts as liaison with contractors servicing building systems.
  • Ensures safe and efficient work practices are followed, checks sites for potential hazards, and applies safe and effective methods for machine operation, maintenance, and storage.
  • Uses personal protection equipment (PPE) as necessary.
  • Ensures a consistent level of customer service for all staff, visitors, and users of Largo HQ and responds promptly to emergencies as they arise.
  • Maintains knowledge of new operational practices, equipment, and technology related to job duties through certification, training, continuing education programs, attendance at professional seminars and conferences, and informal exchanges of professional information.
  • Maintains an inventory of equipment, tools, and assigned vehicles for the Largo Campus Team.

Requirements

  • Knowledge of building maintenance and administration.
  • Knowledge of building management systems.
  • Knowledge of Federal, State, and local building, fire, and safety codes pertaining to inspection, installation, and testing.
  • Knowledge of hazards and safety precautions.
  • Knowledge of Federal, State, and local regulations (e.g., Occupational Safety and Health Administration, Maryland Occupational Safety and Health Administration).
  • Knowledge of general building construction, inspection, and repair.
  • Knowledge of building trades.
  • Knowledge of Americans with Disabilities Act (ADA).
  • Knowledge of Commission organization policies and procedures.
  • Skill in assigning or reviewing tasks, setting the pace, and otherwise assisting the supervisor by performing group leader work.
  • Skill and ability to test instruments, tools, and equipment.
  • Skill and ability to use methods and practices in the assembly, adjustment, repair, installation, and maintenance of equipment for buildings and facilities.
  • Skill and ability to complete work orders through computer-based tracking systems.
  • Skill and ability to work at heights.
  • Skill and ability to perform First Aid, cardiopulmonary resuscitation (CPR), and automated external defibrillator (AED).
  • Skill and ability to calculate fractions, decimals, and percentages.
  • Skill and ability to operate office equipment, computer, and software used in the Commission such as email, word processing, and spreadsheets.
  • Skill in problem-solving to select, organize, and logically process relevant information (verbal, numerical, or abstract) to solve a problem.
  • Skill in communication to understand verbal and written information (including facts, descriptions, and ideas) and to express such information so that others will understand.
  • Interpersonal skills to interact effectively with contacts in a businesslike, customer service-oriented manner, including establishing and maintaining effective working relationships and working as a member of a team.

Working Conditions

  • Performs indoor and outdoor work, may be exposed to varied weather conditions; confined spaces; heights; dirt; noise; dust; fumes; and electrical systems.
  • On call to work during emergencies.
  • Occasionally remains in a stationary position; moves about inside the office and outside; operates vehicles, tools, and equipment; ascends and descends ladders and stairs; and uses hydraulic lifts.
  • Performs manual work; uses hands to perform preventative and other maintenance tasks; and moves equipment, tools, and objects weighing up to 100 pounds.

Qualifications

  • Graduation from high school or GED, and completion of an approved trade school in at least one of the building trades (e.g., electrical, HVAC, plumbing, etc.).
  • Five years of progressively responsible related trades experience which included four years of experience at the journey level and one year of experience as a lead building maintenance superintendent or Maryland first-grade stationary engineer.
  • Must have necessary licenses and/or certifications at the journey level required for area of proficiency (e.g., electrician - electrician's license, plumbing - plumber's license, HVAC mechanic - certificate in refrigerant recovery and recycling, etc.).
  • Maryland first-grade stationary engineer's license preferred.
  • An equivalent combination of education and experience (attainment of first-grade stationary engineer license is equivalent to 24 months of experience).
  • Valid driver's license.
