FinanceFull-time
We need to produce HTML fragment with sections: h3 headings for sections present: Duties, Requirements, Qualifications, Benefits? The posting mentions benefits: "A career with the U.S. government provides employees with a comprehensive benefits package..." but no specifics. Since we should only include sections when posting has real, specific content. Benefits: only generic statement, no specifics like health insurance, retirement, etc. The rule: never create Pay/Schedule/Benefits sections unless posting actually states them. It does mention benefits but not specifics; likely considered not specific enough, so we should omit Benefits section. Pay and Schedule not mentioned. So we include Duties, Requirements, Qualifications. Possibly also "Additional information" but not needed. We'll include Duties as h3, then ul li for each duty bullet. Requirements: includes conditions of employment (citizenship, background, selective service, direct deposit, e-verify, driver's license, financial disclosure, probationary period details). We'll list as ul li. Qualifications: includes time-in-grade, SF-50, etc, minimum qualification requirements, specialized experience definition, volunteer experience, education note. We'll list as ul li. We must preserve all substantive information, not invent or summarize away detail. Must not repeat job title. Must not include boilerplate like EEO etc. We removed cookie/navigation etc. We need to ensure we don't include placeholder text like "commensurate with experience". Not present. We'll produce HTML:

Duties

  • Directs and manages the budget formulation process by prescribing policies, procedures, and controls while ensuring compliance with the Administration's objectives and conformance to statutory authority.
  • Designs, plans and directs the development of the Service's Budget estimate documents to the Office of Management and Budget (OMB) and Budget Justifications to Congress.
  • Establishes general policies on programming and funding matters.
  • Designs, plans and directs the preparation of budget materials for use before appropriation committees, or any committee when the hearing is primarily on the budget, including drafting opening statements, briefing the Directorate and key witnesses, anticipating committee questions and drafting responsive answers.
  • Establishes general policies on programming and funding matters.
  • (duplicate? Actually appears twice; we should keep both? It's duplicated line; we should remove duplicated lines per instruction: "Remove cookie/navigation/legal/EEO/equal-opportunity/scam-warning boilerplate, duplicated lines". So we should remove duplicate line. So only one instance.)
  • Manages the development and maintenance of a system of controls that ensures apportionment and allotment limits are not exceeded and comply with the appropriating legislation and policies established by OMB, Department of the Treasury (Treasury) and the Department.
  • Provides direction and leadership for GPRA compliance and reporting to include the development of the Service's 5-year Strategic Plan and Annual Performance Plans.
Then Requirements:

Requirements

  • Must be a U.S. Citizen or National.
  • Appointment subject to background investigation and favorable adjudication.
  • Males born after 12-31-59 must be registered for Selective Service.
  • Direct Deposit participation required.
  • Successfully pass the E-Verify employment verification check.
  • Must possess and maintain a valid driver's license throughout employment.
  • A financial disclosure report will be required within 30 days of appointment.
  • As a condition of employment for accepting this position, you may be required to serve a 1-year probationary period to evaluate your fitness and whether your continuation of employment advances the public interest.
  • This probationary period is an extension of the appointment process and therefore requires the agency to determine if continued employment would advance the public interest, meet the organization goals and mission of the agency, and/or otherwise promote the efficiency of the service.
  • In determining if your employment advances the public interest, the agency will consider: your performance and conduct; the needs and interests of the agency; whether your continued employment would advance organizational goals of the agency or the Government; and whether your continued employment would advance the efficiency of the Federal service.
  • Under applicable law, the employment of an individual serving a probationary or trial period automatically terminates when that period ends unless the agency affirmatively certifies, in writing, that the individual's employment should continue and that their appointment should be finalized.
  • In the absence of agency action to affirmatively certify continued employment beyond the probationary or trial period, such appointments are terminated.
  • Upon completion of your probationary your employment will be terminated unless you receive certification, in writing, that your continued employment advances the public interest.
  • This is a supervisory position that may require completion of a supervisory probationary period.
Qualifications:

Qualifications

  • All qualifications must be met by the closing date of this announcement - 10/08/2026-unless otherwise stated in this vacancy announcement.
  • Competitive candidates must also meet Time-in-Grade requirements as defined in 5 CFR 300, Subpart F.
  • For current Federal employees, if hours worked per week are not included on your resume, you must submit a non-award SF-50 as part of your application to be used to validate your work schedule and determine the amount of specialized experience that you will be granted.
  • An award SF-50 will not be acceptable documentation for which to consider your amount of qualifying experience.
  • For periods of time that reflect military service, the DD-214 or Statement of Service is sufficient to meet the work schedule requirement as the service dates will be reflected.
  • For all other applicants who are not current federal employees, your resume must state either "full-time" (or "40 hours a week") or "part-time" with the number of hours worked per week to ensure proper crediting of specialized experience.
  • Minimum Qualification Requirements: To qualify for this position at the GS-15 grade level.
  • Specialized Experience: To qualify, you must possess at least one full year of specialized experience equivalent to the GS-14 level in the Federal service (obtained in either the public or private sectors).
  • Specialized experience is defined as demonstrated experience: Experience may include coordinating the execution of annual, multi-year, and permanent budgets, including implementation of enacted appropriations consistent with congressional guidance; use of the OMB-MAX A-11 data entry system, the Government-Wide Treasury System, the Budget Allocation System, and the Financial Business Management System, or other accounting systems and statistical databases; creating budget formulation, execution, and reporting analyses and documents; working with organizational staff and leading other cross-functional teams to accomplish program goals; engaging leadership on the impacts of budgets and forecasts.
  • You must include hours per week worked.
  • Volunteer Experience: Experience refers to paid and unpaid experience, including volunteer work done through National Service programs (e.g., Peace Corps, AmeriCorps) and other organizations (e.g., professional; philanthropic; religious; spiritual; community, student, social). Volunteer work helps build critical competencies, knowledge, and skills and can provide valuable training and experience that translates directly to paid employment.
  • You will receive credit for all qualifying experience, including volunteer experience.
  • Education: This position does not allow substituting education for experience.
We should not include additional sections like "Additional information". The posting includes extra paragraphs about additional vacancies, ethics, telework, commitment, benefits. Those are not specific enough for a section? The telework mention: "The duties of this position are suitable for telework and the selectee may be allowed to telework with supervisor approval." That's a specific statement about telework. Could we create a "Telework" section? The instruction only mentions sections: About the role, Responsibilities, Requirements, Qualifications, Skills, Benefits, Pay, Schedule. Telework is not in that list, so we should not create a heading for it. We could incorporate that info into Responsibilities or Requirements? It's not a duty exactly, but could be under Requirements as a condition? Might be better to include as a list item under Requirements? However it's not a condition of employment, it's a work arrangement. The instruction says we should only use those headings; we can add other headings? It says "Use

for section headings (e.g. About the role, Responsibilities, Requirements, Qualifications, Skills, Benefits, Pay, Schedule)." The e.g. suggests those are examples, not exclusive. But later: "IMPORTANT: include a section ONLY when the posting has real, specific content for it — never emit a heading followed by filler/placeholder text". So we could add a section like "Telework" if we want, but the instruction didn't forbid other headings. However to be safe, we could incorporate telework info into Responsibilities or Requirements as a bullet. Since it's about work arrangement, maybe under Requirements as a bullet: "The position is suitable for telework with supervisor approval." That seems reasonable. Similarly, the statement about commitment to improving efficiency, passionate about ideals, etc. Could be under Requirements as bullet? Might be fluff but it's substantive. We'll include as bullet under Requirements. Also "Additional vacancies may be filled using this job announcement." That's metadata; could be omitted as minor metadata. "All DOI employees, their spouses, and minor children may not acquire or retain any claim..." that's ethics; could be omitted as boilerplate? It's not EEO but still maybe legal. The instruction says remove cookie/navigation/legal/EEO/equal-opportunity/scam-warning boilerplate. This is legal/ethics, so remove. "A career with the U.S. government provides employees with a comprehensive benefits package..." is benefits but generic; we should not create Benefits section because no specifics. Could we include as bullet under Requirements? It's not a requirement. Better to omit. Thus final HTML includes Duties, Requirements, Qualifications sections. Check for duplicated lines: we removed duplicate "Establishes general policies on programming and funding matters." Ensure only one. Check that we didn't miss any duty: list includes: - Directs and manages the budget formulation process... - Designs, plans and directs the development of the Service's Budget estimate documents to OMB and Budget Justifications to Congress. - Establishes general policies on programming and funding matters. - Designs, plans and directs the preparation of budget materials for use before appropriation committees... including drafting opening statements, briefing the Directorate and key witnesses, anticipating committee questions and drafting responsive answers. - Manages the development and maintenance of a system of controls that ensures apportionment and allotment limits are not exceeded and comply with appropriating legislation and policies established by OMB, Treasury and the Department. - Provides direction and leadership for GPRA compliance and reporting to include the development of the Service's 5-year Strategic Plan and Annual Performance Plans. That's all. Now Requirements bullets: we have many; ensure we didn't miss any: U.S. Citizen/National, background investigation, selective service, direct deposit, e-verify, driver's license, financial disclosure within 30 days, 1-year probationary period details (multiple bullets), supervisory probationary period note. Also the commitment to improving efficiency etc. We'll add that as bullet. We also have "Must possess and maintain a valid driver's license throughout employment." included. Now Qualifications bullets: we have all. Check for any missing: "Additional vacancies may be filled using this job announcement." we omitted as minor metadata. "All DOI employees, their spouses, and minor children may not acquire or retain any claim..." omitted as legal. "Additional ethics prohibitions can be found here," omitted. "The duties of this position are suitable for telework and the selectee may be allowed to telework with supervisor approval." we could add as bullet under Requirements or maybe under
