Job Summary

A Budget/Management Analyst I performs routine and complex budget or management analysis, fiscal research or related work. Work of this class requires no supervisory duties or responsibilities. Incumbents receive general supervision, from a technical superior. Employees in this class work a conventional workweek. Work is performed in an office where working conditions are normal. Work requires minimal physical exertion.

Minimum Qualifications

  • Education: Have a Bachelor’s degree in business, public administration, public policy, economics, accounting, statistics, political science or operations research from an accredited college or university.
  • Experience: Have six months experience in the analysis of budgets, management operations, government programs, statistics, economics, public policy, legislation or systems.
  • Equivalency: Have a Master’s degree in business, public administration, public policy, economics, accounting, statistics, political science or operations research from an accredited college or university may be substituted for the experience requirement.

Knowledge, Skills & Abilities

  • Knowledge of the basic principles and practices of budget or management analysis or fiscal research.
  • Knowledge of the techniques and application of management research and analysis.
  • Skill in the analysis of government agency budgets, organization, administration and staffing.
  • Skill in utilizing standard business software programs such as spreadsheets, word processing, database, presentation and graphics programs.
  • Skill in conducting studies, compiling and analyzing data and preparing reports.
  • Skill in conducting management and budget studies, analyzing findings and making independent and cogent recommendations.
  • Skill in writing clear and concise narrative and statistical reports.
  • Skill in developing budget and administrative procedures and forms.
  • Skill in expressing ideas and abstract thoughts clearly in written and oral form.
  • Skill in making presentations before groups and responding to questions and defending information efficiently and effectively.
  • Skill in establishing and maintaining effective working relationships with City agency managers and other personnel.

Additional Information

  • Background Check: Eligible candidates under final consideration for appointment to positions identified as positions of trust will be required to complete authorization for a Criminal Background Check and/or Fingerprint must be successfully completed.
  • Probation: All persons, including current City employees, selected for this position must complete a mandatory six-months.
  • Eligibility: Qualified candidates will be considered for vacancies as they arise, for a period of at least six months.
  • Training and Experience: The training and experience of each candidate will be evaluated for appropriateness and quantity.
  • Examination Process: Applicants must provide sufficient information on their application to show that they meet the minimum qualifications for this recruitment.
  • Financial Disclosure: This position is required to complete a Financial Disclosure pursuant to Sections 7-7, 7-8, and 7-9 of the City Ethics Law. The initial financial disclosure must be submitted within 30 days of hire.
