Budget & Finance-Accountant I-II (General Accounting)
Accountant I
General Purpose: Under general supervision of the Budget/Finance Department Head, this position performs independent and technical accounting work to record financial transactions, reconcile accounts and prepare reports for all County funds.
- Perform Month End Closing:
- Import revenue extract from Treasurer system;
- Verify all routine monthly journal entries have been posted;
- Review general ledger detail for coding errors, missing transactions, DTF accounts, etc.
- Perform bank reconciliation function in financial software, including verification of cash reconciled with Treasurer by fund;
- Absorb assistance from Budget & Finance Director with budget variance report;
- Credit Card Management:
- Review credit card charges to ensure all charges are coded and receipts uploaded;
- Contact cardholders for missing receipts and codes;
- Update codes as needed;
- Send out credit card summary to cardholders for signatures;
- Upload coded invoice to financial software.
- Sales Tax Fund (LWTF): Set up activity codes for newly approved projects; Code invoices for payment; Track payments to total project for reporting to LWTF Board;
- Prepare quarterly reports for LWTF Board;
- Capital Assets: Track and enter capital assets into Fixed Asset module of financial software;
- Budget: Assist Budget & Finance Director with preparation of annual budget preparation including report preparation; analysis of accounts, history and projections; and posting budget level transactions;
- Audit: Assist Budget & Finance Director with audit preparation including a variety of reconciliations, accruals and reporting;
- Other responsibilities: Cross train to perform accounts payable functions, including annual 1099 reporting; cross train to perform standard bi-weekly payroll processing; Other related duties as assigned.
Accountant II
The Accountant II position performs all responsibilities of the Accountant I level plus the following additional duties:
- Assist Budget & Finance Director with preparation of annual financial report;
- Assist Budget & Finance Director with compilation and preparation for annual Cost Allocation Plan;
- Act as a lead to Accounts Payable Clerk for accounts payable processes;
- May be required to respond as essential personnel in the ESF 14 role during a declared emergency;
- Other responsibilities: Cross train to perform more complex payroll functions including quarterly journal entries, quarterly reporting, year end processing, including W-2s. Other related duties as assigned.
Nature of Contact with Others
Contacts in this position are made with representatives, auditors, vendors, consultants, elected officials and Park County Staff members on a regular basis to provide or obtain information, troubleshoot or resolve issues, submit financial reporting, and make presentations on a regular basis.
Responsibility for Property, Materials, Money, and Confidential Information
This position is responsible for the equipment used in the performance of the job including vehicles, telephone, computer, fax, printer, digital camera, copier, and calculator. Confidentiality must be maintained regarding work product for financial information, contracts in negotiation, payroll, workers’ compensation records, garnishments, etc., in accordance with the Colorado Open Records Act, HIPAA or any other applicable law or statute. Position requires understanding and maintaining security related to check stock. This position will be issued a code or key for access to the building during non-business hours and must be aware of and follow security protocols.
Working Environment/Physical Activities
While performing the duties of this job, the employee is regularly required to talk or hear. The employee frequently is required to walk and sit; to use hands and fingers and to reach with hands and arms. The employee is occasionally required to stand. Occasionally the employee might be required to lift and/or move up to 20lbs. Specific vision abilities required by this job include close vision, color vision, depth perception and the ability to adjust focus. The work environment is typical of an office setting. This position may be subject to interruptions, multiple phone calls and inquiries. The noise level in the work environment is moderate. There might be occasional travel within the County.
Qualifications
- Accountant I: Associate’s degree in accounting or related field; 2+ years’ related experience; or a combination of education and experience Valid Colorado Driver's License
- Accountant II: Bachelor’s degree in accounting or related field; 2+ years’ related Level II work experience; or a combination of education and experience
