About the Role
The Budget Director serves in a key leadership role for the Department of Human Services (DHS), which has an annual operating budget of over $25 billion. This position directs all legislative budget activities at DHS and is responsible for securing legislative funding and necessary authority to finance the state human services system. The Budget Director manages and directs all aspects of the agency's biennial and supplemental budget development for the Governor’s budget package, supervises legislative budget directors serving the agency’s administrations, and directs the development of the agency's capital legislative budget. The role oversees fiscal policy development and implementation, decision-making, and planning for the agency, including policy decisions impacting the operating budget, federal funding oversight, and fiscal analysis provided to the legislature.
Responsibilities
- Serve as the agency's lead legislative budget expert, providing technical advice, guidance, and strategies to the Governor’s Office, Legislature, DHS Commissioner, DHS executive management, Budget and Legislative Work Group, and agency directors to achieve agency and Governor’s Office goals.
- Direct the development of the Governor's biennial, supplemental, and capital budgets for DHS.
- Monitor and analyze legislative budget proposals and coordinate linkages between the agency's legislative and budget proposals to support program and policy initiatives.
- Provide supervision and oversight to DHS staff working on capital budgets, agencywide federal funding processes, and data analysis.
- Provide agencywide leadership on projects, committees, and issues impacting the agency’s operating budget.
- Oversee the Budget Analysis Division, including agencywide fiscal policy and planning work and staff supervision.
Requirements
- Managerial Experience: Three (3) years of financial experience managing programs, including strategic planning and directing the work of staff.
- Knowledge and experience in state and federal budget processes and legislative procedural rules, with the ability to comprehend complex budgeting and accounting problems and recommend solutions.
- Leadership skills to successfully lead and manage agency initiatives, develop innovative solutions to complex issues, and motivate cross-functional teams.
- Experience working with diverse perspectives and incorporating them into decision-making and strategy development.
- Experience delegating responsibilities and providing developmental opportunities to team members.
- Excellent oral and written communication skills to convey budget-related information to internal and external stakeholders.
Preferred Qualifications
- Thorough knowledge of Minnesota state budgetary and accounting practices and principles, including the statewide Budget Information System (Biennial Budget and Capital Budget modules).
- Ability to identify internal and external pressures or roadblocks impacting agency work and navigate them effectively.
- Demonstrated ability to listen actively and facilitate consensus-building initiatives.
- Knowledge of the Statewide Integrated Financial System (SWIFT), Statewide Employee Management System (SEMA4), and the state's Fiscal Note system.
- Experience working effectively with individuals from diverse backgrounds and cultures.

Pay
$51.89 - $74.31 / hourly; $108,346 - $155,159 / annually
