About the role

The position supports Public Utilities operations, capital programs, and enterprise funds through advanced professional budget, financial, and management analysis work.

Responsibilities

  • Develops, coordinates, and monitors annual operating and capital budgets for Public Utilities divisions and programs.
  • Negotiates budget submissions with Division Directors and Department Heads.
  • Analyzes budget requests and makes recommendations regarding funding priorities, resource allocation, and operational efficiencies.
  • Maintains compliance with approved budgets and financial policies.
  • Prepares budget amendments, transfers, and financial reports for management, executive leadership, and governing boards.
  • Conducts complex financial analyses, including trend analysis, cost allocation, revenue projections, expenditure forecasting, monthly and quarterly financial reports, executive summaries, budget summaries, salary, and related benefits spreadsheets.
  • Develops and maintains multi-year financial forecasts and long-range financial plans for utility operations and capital programs.
  • Analyzes utility revenues, rates, fees, customer growth, and demand trends to support rate studies and financial planning efforts.
  • Evaluates funding strategies for capital improvement projects, including debt financing, grants, impact fees, and operating revenues.
  • Maintains automated and manual files for assigned programs, including databases, spreadsheets, correspondence, regulatory references, and financial records.
  • Serves as lead analyst on special projects and strategic financial initiatives.

Requirements

  • Bachelor’s degree required.
  • Two (2) years of related experience.
  • Candidates without a related degree should possess an additional four (4) years of related experience.
  • Fingerprinting required.
  • Exposure to water and sewer utility financial reporting.
  • Grant funding experience.

Qualifications

  • Experience in governmental accounting, budgeting, and finance.
  • Experience analyzing data and creating complex reports in Excel.
  • Experience leading formal or informal teams.

Skills

  • Advanced proficiency in governmental accounting, budgeting, and finance.
  • Strong analytical and problem-solving skills.
  • Excellent communication and interpersonal skills.
  • Ability to work independently and manage multiple tasks simultaneously.
  • Knowledge of financial regulations and budget policies.
  • Proficiency in Microsoft Excel and other relevant software.

Salary offers above the minimum pay grade may be considered based on qualifications.

Schedule

Essential Employees may be required to work during an undeclared or declared emergency. The County’s Administrative Office will determine who will be required to work on an incident-by-incident basis.
