Position Overview

The U.S. Army Engineer Research and Development Center (ERDC), Construction Engineering Research Laboratory (CERL) is seeking a Budget Analyst. This position is responsible for a wide range of budget execution and financial management activities, ensuring the integrity and accuracy of financial data and reporting.

Major Duties

• Budget Execution and Monitoring: Manages financial transactions, processes fund acceptances, and ensures timely and accurate execution of cost transfers, accruals, unliquidated obligation (ULO) reviews, and distributions using tools like the PROMIS/PRIMAVERA Project Management Information System (P2).
• Financial Systems Management: Serves as a subject matter expert on the Corps of Engineers Financial Management System (CEFMS) to perform and optimize all financial transactions from execution to closeout.
• Systems Development and Automation: Designs, develops, and maintains customized applications and dashboards using Microsoft Power Platform (or equivalent tools) to streamline data collection, routing, and reporting.
• Data Analysis and Reporting: Extracts and analyzes complex data from CEFMS to ensure data integrity. Prepares and distributes comprehensive financial and budget reports to managers and leadership.
• Workflow Optimization: Analyzes budgetary and financial workflows to identify bottlenecks and recommends data-driven process improvements to enhance efficiency and accountability.
• Documentation and Compliance: Assists with the preparation, tracking, and management of required documentation for funding activities, ensuring compliance with all financial regulations.
• Advisory Services: Advises leadership and staff on budgetary matters, financial processes, and the use of financial reporting tools to support program goals.
• Other Duties: Performs other duties as assigned.

Conditions of Employment

• This is a Direct Hire Authority (DHA) solicitation utilizing one of the Science, Technology, and Research Laboratory (STRL) specific DHAs to recruit and appoint qualified candidates to positions in competitive service.
• Appointment may be subject to a suitability or fitness determination, as determined by a completed background investigation.
• Appointment to this position is subject to a one-year probationary period unless the appointee has previously met the requirements as described in 5 CFR Part 315.
• This position has a Temporary Duty (TDY) or business travel requirement of 10% of the time.
• This position requires the incumbent be able to obtain and maintain a determination of eligibility for a T1 clearance or access for the duration of employment.
• This position may be eligible for situational telework.
• This position requires that you obtain FMC02-Financial Management Certification Level II within two (2) years of entry on duty.
• All positions require the applicant to be a citizen of the United States.
• Male applicants born after December 31, 1959, are required to register for Selective Service prior to appointment.
• Direct deposit of pay is required.

Qualifications

General Experience: Three years progressively responsible experience, 1 year of which was equivalent to at least the GS-04 grade level which includes analyzing problems to identify significant factors, gather pertinent data, and recognize solutions; Plan and organize work; and communicate effectively orally and in writing. This definition of general experience is typical of work performed at the next lower grade/level position in the federal service (GS-04).

OR Education: Four year course of study leading to a bachelor's degree.

OR Combination of Education and Experience: A combination of education and experience may be used to qualify for this position as long as the computed percentage of the requirements is at least 100%. To compute the percentage of the requirements, divide your total months of experience by 36. Then divide your total number of completed undergraduate semester hours (or equivalent) by 120. Add the two percentages.

Specialized Experience: One year of specialized experience which includes: Performing financial transactions such as: financial program setup, execution, and closeout; Analyzing complex data from a financial system to ensure data integrity; and Managing financial transactions using a financial system such as: Project Management Information System (P2). This definition of specialized experience is typical of work performed at the second lower grade/level position in the federal service (GS-09).

OR Education: Ph.D or equivalent doctoral degree or 3 full years of progressively higher-level graduate education leading to such a degree in a field which demonstrates the knowledge, skills, and abilities necessary to do the work of the position, such as: data science, process engineering, accounting & financial management.

OR Combination of Education and Experience: A combination of education and experience may be used to qualify for this position if the computed percentage of the requirements is at least 100%. To compute the percentage of the requirements, divide your total months of experience by 12. Then divide the total number of completed graduate semester hours (or equivalent) beyond the second year (total graduate semester hours minus 36) by 18. Add the two percentages.
