Budget Analyst

About the role
Member develops and refines data analyses and visualizations to assist analysts in preparing detailed programming and financial planning for inclusion in the Program Objectives Memorandum and President’s Budget (PB) submissions. Teams with other financial management personnel to ensure available data platforms are optimized to monitor internal control systems, analyze, and evaluate effectiveness, adequacy, and interrelationships within/among segments of the system and other areas within the organization. Utilizes financial management expertise to translate and assemble prior, current, and future year budget/program data in tools that formulate, analyze, and visualize funding requirements to ensure consistency with policies, regulations, and directives of the Department of the Air Force, Office of the Secretary of War (OSW), OMB, and Congress.
This position is a Defense Civilian Intelligence Personnel System (DCIPS) position aligned under authorities of Section 1601, Chapter 83 of Title 10, United States Code and DoD Instruction 1400.25-V2007. The position is designated special-sensitive and requires both occasional foreign and domestic travel (up to 25%). No telework or remote options are available. Mobility is a condition of employment; the employee must sign an Air Force-wide mobility agreement.
Responsibilities
- Develop and refine data analyses and visualizations for financial planning and budget submissions.
- Collaborate with financial management personnel to optimize data platforms and internal control systems.
- Translate and assemble budget/program data to ensure compliance with DoD, OMB, and Congressional policies.
- Monitor and evaluate the effectiveness of financial systems and processes.
- File an OGE Form 450, Confidential Financial Disclosure Report, annually.
Requirements
- U.S. citizenship is required.
- Comprehensive knowledge of the Federal budget process and the DoD Planning, Programming, Budgeting and Execution System (PPBES).
- Comprehensive knowledge of budget execution, fiscal law, and appropriated funds operations.
- Knowledge of missions, functions, goals, and work processes within the Intelligence community and Military Intelligence Program funds.
- Experience with financial systems such as the Defense Enterprise Accounting and Management System (DEAMS) and Microsoft Excel.
- Knowledge of data analysis principles, techniques, and financial data elements.
- Working knowledge of Office 365 applications.
- This is a Financial Management Level 2 Certified position; incumbent must comply with certification requirements.
- Must obtain and retain a TOP SECRET (TS) security clearance with access to Sensitive Compartmented Information (SCI). A non-disclosure agreement must be signed.
- Position is designated as a Testing Designated Position (TDP); employee must pass initial and periodic drug testing.
- Desired experience with the Defense Travel System (DTS) and Wide Area Work Flow (WAWF).
- 6-9 years of relevant experience is desired.
Qualifications
- High degree of judgment, resourcefulness, originality, and ability to foresee the impact of changing funding levels.
- Ability to apply budget concepts, methods, and techniques to perform cost analysis and financial management.
- Knowledge of DoD acquisition requirements, development, and approval processes.

Pay
$121,785 - $158,322 per year.
