Branch Chief, MES Modernization Factory and Engineering

About the role

The Information Technology Manager II serves as Chief of the Software Engineering Branch under the administrative direction of the Chief, Medi-Cal Enterprise Systems Modernization Division (MESMD). This Career Executive Assignment (CEA) B role directs work through subordinate managers and supervisors, delegating architecture and technical design authority to the branch's senior engineering manager. The incumbent is accountable for delivery outcomes, operational performance, security and compliance posture, contract and vendor performance, budget, and workforce. Additionally, the role serves as the branch's contract management authority for information technology services, staffing, licensing, and support agreements.

Responsibilities

• Direct and oversee software engineering activities through subordinate managers and supervisors.
• Delegate architecture and technical design authority to senior engineering staff.
• Ensure delivery outcomes, operational performance, and security/compliance posture of the branch.
• Manage contract and vendor performance, including IT services, staffing, licensing, and support agreements.
• Oversee budget and workforce management for the branch.
• Serve as the contract management authority for the Software Engineering Branch.

Qualifications

Applicants must submit a Statement of Qualifications (SOQ), which should:

• Be typed, no more than two pages in length, using 12-point Arial font.

Desirable Qualifications

• Strong leadership, interpersonal, and problem-solving skills.
• Knowledge of California State Government IT standards, policies, and procedures related to project management and enterprise architecture, including experience with the California Department of Technology.
• Knowledge of project and portfolio governance.
• Knowledge of project management methodologies and best practices for successful IT initiative implementation.
• Knowledge of Medicaid Information Technology Architecture (MITA).
• Knowledge of the State's Medi-Cal program policy and regulations governing the California Medicaid Management Information Systems (CA-MMIS).
• Ability to coordinate and oversee system projects involving cross-organizational and cross-departmental entities, as well as private sector contractors.
• Ability to plan, organize, and direct high-level projects, including implementing sensitive and complex policies and procedures.
• Ability to collaborate across high levels of government, external organizations, providers, industry associations, and member representatives.

Pay

$11,388.00 - $13,842.00 per month. New to State candidates will be hired into the minimum salary of the classification or minimum of alternate range when applicable.

Schedule

• Job Type: Permanent, Full Time.
• Work Location: Sacramento County.
• Telework: Hybrid. The amount of telework is at the discretion of the Department and subject to change. Telework is available to California residents only, and proof of residency may be required.
• In-Person Requirement: Beginning July 27, 2026, team members of the Enterprise Technology Services (ETS) Division will generally be required to report in-person a minimum of four days per week unless exempted/excepted.
• Business Travel: May be required; reimbursement is based on an employee's designated office and residence.
