Bond Finance Lead Specialist

Under the general direction of the Loan Officer Supervisor II, the Analyst IV serves as the IBank’s recognized subject matter expert lead and prime resource for the most complex, critical, specialized, and time-sensitive duties related to the implementation of the IBank's Bond Financing Program.

About the role

Bonds issued by IBank are governmental purpose bonds for public agencies throughout the State of California, including but not limited to:

  • Infrastructure State Revolving Fund (ISRF) Bonds and Public Agency Revenue Bonds (PARBs)
  • Exempt Facility Bonds
  • Industrial Development Bonds (IDBs) for manufacturing companies
  • 501(c)(3) bonds for nonprofit public benefit corporations
  • Energy, environmental, and water project bonds under IBank Climate Financing Program
  • Other unique bond financings

This position requires professional expertise in written and verbal communication, development of solutions for complex issues, and a high degree of independence and strategic reasoning.

Responsibilities

  • Perform the most complex, critical, specialized, and time-sensitive duties related to the implementation of the IBank's Bond Financing Program.
  • Serve as the subject matter expert lead and prime resource for bond financing transactions.
  • Ensure compliance with conduit bond financing and lending policies and procedures.
  • Maintain productivity and accuracy in work products.
  • Manage competing projects and deadlines.
  • Run reports to monitor, find errors, or derive statistical data to measure program performance.
  • Research complex problems or issues, make recommendations to management, and report outcomes.
  • Create metrics used to monitor or measure program performance.

Qualifications

Interested individuals must submit a Statement of Qualifications (SOQ) addressing the following in numerical order (12-point font, single-spaced, no more than 2 pages):

  • Experience and an example of a complex financing transaction you were involved in, including how you ensured compliance with conduit bond financing and lending policies and your role in its success.
  • Experience maintaining productivity and accuracy in work products.
  • Ability to manage competing projects and deadlines.
  • Experience running reports to monitor, find errors, or derive statistical data to measure program performance, or researching a complex problem/issue, making recommendations to management, and describing the outcomes (include experience creating metrics).

Pay

$7,276.00 - $9,107.00 per month. New to State candidates will be hired into the minimum salary of the classification or minimum of alternate range when applicable.

Schedule

This position is eligible for a hybrid telework schedule and requires in-person reporting at headquarters in Sacramento up to 4 times a week.
