Bond Finance Specialist

Under the general direction of the Loan Officer Supervisor II, this advanced journey-level position performs complex duties related to the implementation of the IBank's Bond Financing Program. The bonds issued include:

  • Governmental purpose bonds for public agencies (e.g., Infrastructure State Revolving Fund (ISRF) Bonds, Public Agency Revenue Bonds (PARBs))
  • Exempt Facility Bonds
  • Industrial Development Bonds (IDBs) for manufacturing companies
  • 501(c)(3) bonds for nonprofit public benefit corporations
  • Energy, environmental, and water project bonds under the IBank Climate Financing Program
  • Other unique bond financings

Responsibilities

  • Perform complex financing transactions, ensuring compliance with conduit bond financing and lending policies and procedures
  • Maintain productivity and accuracy in work products
  • Manage competing projects and deadlines
  • Run reports to monitor, identify errors, or derive statistical data to measure program performance
  • Research complex problems or issues, make recommendations to management, and report outcomes
  • Utilize financial software (e.g., Access, Excel, Oracle) to improve processes or reporting

Requirements

  • Submit a Statement of Qualifications (SOQ) addressing:
    • Experience with complex financing transactions, including compliance with bond financing policies and your role in ensuring success
    • Experience maintaining productivity and accuracy in work products
    • Ability to manage competing projects and deadlines
    • Experience running reports or researching complex problems, including recommendations made and outcomes
    • Proficiency with financial software (e.g., Access, Excel, Oracle) and its use in improving processes or reporting
  • Complete the "Employment History" section of the State Application (STD 678) with all relevant experience
  • Provide school transcripts if using education to meet minimum qualifications
  • Submit a resume

Qualifications

Unless eligible for transfer or reinstatement, candidates must take the exam to obtain eligibility through CalCareers.

Pay

$6,623.00 - $8,290.00 per month. New to State candidates will be hired into the minimum salary of the classification or minimum of alternate range when applicable.

Schedule

Permanent, full-time position. Hybrid telework schedule with in-person reporting at headquarters in Sacramento up to 4 times per week.
