Responsibilities

  • Leads, supervises, and mentors education consultants in daily operations of the education team to achieve performance outcomes as part of the nursing department and agency.
  • Mentors education consultants in regulatory management and processes of nursing education programs.
  • Role models collaboration with agency staff, external stakeholders, and regulatory agencies in processes related to education and agency mission.
  • Conducts performance evaluations of education team members.
  • Manages regulatory and statutory processes of nursing education programs, including:
    • Oversees new program proposal process and facilitates new program proposal reviews within the education team.
    • Facilitates reviews and approvals for out-of-state nursing program requests for clinical rotations.
    • Conducts routine approval and focused survey visits of existing and proposed vocational and professional nursing education programs and clinical affiliates, to examine compliance with rules and regulations for approval.
    • Prepares written reports regarding survey visits regarding approval status for the Board's consideration.
    • Manages review process and mentors education consultants for creation of regulatory program reports, review of curriculum materials including proposals for curriculum changes and new program development, and other educational information for approvals or providing recommendations to the Board.
    • Communicates and consults with program directors, school faculty, and students, to facilitate quality program development, to verify program compliance with rules and regulations, and to inform appropriate school officials of the board's decisions regarding approval status.
  • Participates in education credential review processes, including:
    • Completes review and report of education credentials as related to licensing requirements.
    • Affords assistance to Enforcement and Legal Teams as needed with review of nursing education investigations or complaints.
    • Serves as an expert witness, as assigned, at scheduled hearings and mediations.
  • Collaborates to review and make recommendations regarding other educational programs, standards, and processes.
  • Reviews Differentiated Essential Competencies (DECs) based on review schedule and recommends updates to Education Team.
  • Leads review of education guidelines, position statements, and FAQs to ensure appropriateness, accuracy, and make recommendations for timely updates.
  • Contributes to guidelines, position statements, and FAQs based on evidence-based best practices in nursing education.
  • Reviews processes and tracking related to Remedial and Refresher Course information
  • Directs processes related to NCLEX policies and reports for nursing education programs.
  • Collaborates with agency staff and external stakeholders on nursing education initiatives, research, and dissemination of outcomes.
  • Collaborates with education staff and TCNWS to provide input to review and synthesize data related to the NEPIS and CANEP reports.
  • Participates in local, state and national initiatives related to nursing education or regulation through taskforces, committees, and other assignments.
  • Collaborates with other state agencies and NCSBN in policy, committees, and initiatives related to education.
  • Confers and corresponds with individuals and groups regarding interpretation of the Nursing Practice Act and Rules in response to requests regarding nursing education trends:
    • Responds knowledgeably and respectfully to phone calls and written correspondence.
    • Confers with individuals and groups to ensure the accurate interpretation of the Nursing Practice Act, Board rules, policies and trends in nursing.
    • Maintains self-development in awareness of national, state and regional health care issues that impact nursing education or practice.
    • Identifies trends or issues that impact nursing education and utilizes established chain of command to initiate appropriate agency response to issues.
  • Mentors education consultants in conferring and corresponding with individuals and groups regarding the accurate interpretation of the Nursing Practice Act and Board rules and regulations as they apply to education, and trends in nursing.
  • Leads, Prepares, and Maintains Reports and Records:
    • Leads development, maintenance, and revisions of education or department policies and procedures in collaboration with DON.
    • Prepares and presents reports to the Board or other agencies as applicable.
    • Organizes and maintains files and materials related to nursing education issues, legislative materials, committees and other work products.
    • Maintains all files and records in a readable, easily accessed manner and follows records retention requirements.
    • Prepares and contributes reports and articles to BON Bulletin and/or Education Newsletter as scheduled; maintains newsletter files for readily accessible references on Board activities.
    • Participates in agency legislative review of laws and regulations affecting nursing.
    • Contributes to tracking and reporting of legislative bills during state legislative session.
    • Prepares report briefs and summaries for staff and the Board regarding the impact of legislation.
    • Maintains monitoring of state and national health care legislation and keeps the agency and the Board apprised of potential impacts.
    • Participates in reviewing proposed and approved rules published in the Texas Register and advises the Board and staff regarding reported actions.

Qualifications

  • Minimum of a BSN from a professional nursing program approved by the State of Texas or the State from which the school was located.
  • Graduate of an accredited college or university, having earned a doctoral degree in nursing or related field.
  • Completed graduate level nursing course work in at least one of the following areas: education, curriculum, instruction, or teaching.
  • Unencumbered and current licensure as a registered nurse in Texas or eligible for RN licensure.
  • Broad experience in various types of professional nursing positions.
  • Minimum of seven (7) years teaching experience in an approved nursing education program, or a combined five (5) years of teaching and directing an approved nursing education program.
  • Basic experience in data collection, analysis, and reporting data outcomes in professional reports.
  • A record of professional publication at the state and national level preferred.

  • Broad knowledge of state laws relating to the practice of professional nursing, especially the Nursing Practice Act and The Rules and Regulations Relating to Nurse Education, Licensure, and Practice.
  • Comprehensive knowledge of the nursing profession and the ability to interpret the role of nursing in society effectively.
  • Broad knowledge of current trends and issues affecting heath care.
  • An appreciation of the value of research in nursing and nursing education.
  • Effective communicator with an understanding of team dynamics and supervising a team.
  • Articulate speaker; excellent written and verbal communication and delivery skills.
  • Ability to adapt adult learner taxonomy level of presentation to the target audience.
  • Ability to organize, prioritize, and accomplish work efficiently.
  • Strong experience with technology including computer hardware and software.
  • Ability to effectively manage multiple projects with minimal direction.
  • Able to utilize and accurately vet available varied resources to gain knowledge of regulations to accurately direct stakeholders to resources applicable to practice questions.
  • Ability to write professional reports suitable for public distribution.
  • Ability to maintain the security and integrity of critical infrastructure including communications infrastructure and cybersecurity infrastructure.
