Bilingual HR Business Partner (Mandarin/English)

HotFoot Recruiters is partnering with a growing international engineering and semiconductor services company to hire a Bilingual HR Business Partner (Mandarin/English) in Phoenix, AZ. This will be ideal for an experienced HR professional who enjoys building processes from the ground up, recruiting talent, supporting employees and managers, and handling a broad range of HR responsibilities in a growing organization. Position: Bilingual HR Business Partner Location: Phoenix, AZ | On-Site Type: Full-Time | Direct Hire Salary: $80,000–$100,000 DOE Start Date: ASAP Responsibilities Serve as the primary HR point of contact for the growing U.S. organization.Lead full-cycle recruiting for engineering, project management, construction, technical, administrative, and operations positions.Partner with hiring managers to define staffing needs, develop job descriptions, screen candidates, and coordinate interviews and offers.Manage new-hire onboarding, orientation, employee documentation, and offboarding.Support payroll administration and coordinate with payroll, benefits, and external HR vendors.Maintain accurate personnel records, employee files, HR documentation, and compliance requirements.Develop and improve HR policies, procedures, employee communications, and internal processes as the organization grows.Provide employee relations support and guidance to employees and managers.Assist leadership with performance management, workforce planning, compensation discussions, and employee development.Support benefits administration, time-off programs, and employee questions.Ensure compliance with applicable federal and Arizona employment laws and company policies.Coordinate across U.S. and international leadership teams and support communication between Mandarin- and English-speaking stakeholders.Take ownership of additional HR and administrative projects as business needs evolve. Qualifications Mandarin-English bilingual ability required.5+ years of Human Resources experience preferred, including HR Generalist, HRBP, HR Manager, or similar experience.Strong recruiting / talent acquisition experience strongly preferred.Experience independently managing multiple HR functions in a small or growing organization.Working knowledge of onboarding, employee relations, payroll coordination, benefits, HR compliance, performance management, and HR administration.Strong understanding of U.S. employment practices and Arizona HR requirements.Excellent communication, organization, judgment, confidentiality, and follow-through.Comfortable operating in a startup / build-from-scratch environment and wearing multiple hats.Strong Microsoft Office skills, particularly Excel, Word, Outlook, and PowerPoint.Bachelor’s degree in Human Resources, Business Administration, or a related field preferred; equivalent professional experience will be considered.Experience supporting engineering, semiconductor, construction, manufacturing, or technical teams is highly preferred.SHRM-CP, SHRM-SCP, PHR, or SPHR certification is a plus.
