Schedule: 1.0 FTE (40-50 hours per week), exempt. Hours: Monday – Friday 9:00 AM – 5:00 PM. Location: Home Office - Recovery Campus, 8935 SE Powell Blvd, Portland, OR 97266.

About the role

The Program Manager works collaboratively with their Program Director to develop program materials and resources and supervise peer support specialists (PSS). This position supports the onboarding process of new PSSs and offers continual training and coaching to ensure high performance that meets program expectations. The role involves problem-solving with team members, attending internal and community partner meetings, and assisting the Program Director to ensure program activities align with grant and contract requirements. The Program Manager also assists in preparing reports and other information as required by program contract agreements.

Measure 110 established the Oversight and Accountability Council (OAC), responsible for administering grant funds and approving service providers that meet the criteria for a Behavioral Health Resource Network (BHRN). BHRNs expand access to essential support for individuals with substance-use concerns, including housing, harm reduction, peer support, supported employment, and SUD treatment services. TPC participates in four BHRNs across the tri-county area and ensures 24/7 availability of Peer Support Specialists (PSS) and Certified Recovery Mentors (CRM). This position focuses specifically on the Washington County and Clackamas County BHRNs, working closely with the TPC BHRN Director to hire, develop, and manage the Clackamas BHRN peer support team. The role requires strong coordination, communication, and relationship-building skills, as well as active engagement with Clackamas County’s continuum of care.

Responsibilities

  • Supervises peer support specialists to ensure task completion, meet program and contract goals, improve operational efficiency, and support professional development.
  • Schedules PSSs based on contract obligations and arranges coverage as needed.
  • Responds to and assigns referrals for peer services internally and with community partners.
  • Assists with onboarding and continual training of new Peer Support Specialist staff through routine supervision and coaching.
  • Provides 1:1 or group peer support/recovery mentor services as needed.
  • Completes routine reports to highlight program deliverables and impact in collaboration with data analysts for internal leadership and funders.
  • Supports the Program Director in managing the program budget to ensure fiscal responsibility and efficient use of funds.
  • Monitors and conducts routine employee record-keeping audits (e.g., calendars, financial reports, Ventus Rex) to ensure timely completion in alignment with company policy and contract expectations.
  • Develops and maintains strong relationships with community partners.
  • Regularly travels to various locations using a personal vehicle to perform job-related duties and responsibilities.
  • Performs additional tasks and responsibilities as needed to support the team and organizational goals.
  • Meets TPC’s metric-based performance expectations based on organizational standards and contract deliverables.
  • Completes other relevant duties as assigned.

Requirements

  • High school diploma or equivalent required; Associate degree or higher in a relevant field preferred.
  • Associate’s degree (or higher) with 3+ years of relevant work experience.
  • 2+ years of supervision and program management experience with a diverse team.
  • Identifies as having lived experience in recovery with substance use disorder (SUD) and/or mental health challenges.
  • At least 24 months of continuous, sustained recovery with SUD and/or mental health challenges before employment.
  • Understands the principles of trauma-informed care, recovery, and consumer involvement.
  • Peer Support Specialist (OHA Traditional Health Worker certification) or MHACBO CRM certification required or able to be obtained within 90 days of hire.
  • Valid Oregon Driver’s License and proof of automobile insurance required.
  • Access to reliable personal vehicle required.
  • Employees serving in recovery-focused roles must maintain continuous recovery and remain abstinent from substance or alcohol use (illegal, legal, and recreational) during employment with TPC.

A criminal background check, pre-hire drug screen, and Motor Vehicle Records search will be conducted. A criminal record does not necessarily exclude an individual from employment. For driving-required positions, candidates must meet the following minimum driving standards: no major driving violations within the past 3 years (e.g., DUII, careless driving, leaving the scene of an accident) and no more than 3 moving violations within the past 3 years (e.g., speeding, failing to yield, running a red light).

Skills

  • Demonstrated knowledge of human services/peer support program development and capacity building.
  • Ability to network, communicate, and collaborate effectively with diverse groups and across varied communication and learning styles.
  • Strong written communication and data analysis skills, including the ability to develop reports, technical assistance guides, and training materials.
  • Ability to read, analyze, and interpret mental health and recovery-related periodicals, professional journals, and government regulations.
  • Ability to respond to impromptu questions from community organizations, consumers, and the public with professionalism and tact.
  • Demonstrated understanding of trauma-informed care, recovery principles, and consumer involvement.
  • Ability to recognize the impact of trauma on health, coping, and individual needs.
  • Ability to work with people from diverse backgrounds and cultures.
  • Ability to adapt to changing circumstances, shifting priorities, and evolving program needs.
  • Ability to balance field-based work with program management and supervisory responsibilities.
  • Demonstrated commitment to peer growth, learning, and recovery.
  • Proficient with Microsoft Office Suite.
  • Ability to push/pull/lift/carry items up to 25 pounds.
