About the Role
The Benefits role oversees employee benefits programs for the Tribal Government, Rolling Hills Clinic, Paskenta Mad River Brewing, Paskenta Brewery & Distillery, and other non-gaming enterprises. This position handles necessary paperwork, processes HR transactions, and ensures data accuracy while managing benefits administration under established guidelines.
Responsibilities
- Administer day-to-day employee benefits programs, including retirement plans, FML/leave policies, wellness programs, and insurance policies (health, life, workers compensation, disability).
- Coordinate enrollment, renewal, and delivery of benefits to employees.
- Provide guidance and answer staff questions regarding benefit programs.
- Serve as the point person for the defined contribution program, managing 401(k)/ROTH plan information, submitting data to committees/trustees/actuaries, and overseeing enrollment meetings, hardship requests, and forfeiture accounts.
- Manage relationships with benefits vendors, brokers, and consultants.
- Verify monthly premium statements for group insurance policies and resolve administrative issues with carriers.
- Maintain and analyze statistical data related to premiums, claims, and costs.
- Ensure the maintenance and safekeeping of employee enrollment and medical files (physical and HRIS) in accordance with record retention policies.
- Investigate accidents and prepare reports for Workers’ Compensation insurance carriers.
- Respond to unemployment requests and prepare records for hearings.
- Set up and maintain benefits administration in the HRIS system, troubleshoot issues, and coordinate resolutions with vendors.
- Create employee deduction entries for benefits and 401(k).
- Inform and advise the Human Resources Director on trends and developments in employee benefits programs.
- Provide yearly program summaries for benefits programs and maintain open communication with the HR Director.
- Compile data to identify early trends in claim costs.
- Assist in ensuring compliance with federal, state, Tribal, and other applicable laws.
- Prepare required governmental reports, including ACA reporting and annual audits.
- Process documents for benefits program implementation and maintain records.
- Generate routine reports for compliance, payroll, and management review.
- Draft and maintain all SOPs related to benefits administration.
- Establish, implement, and oversee a comprehensive Employee Wellness Program, including budget recommendations and program improvements.
- Administer the Medical Leave Program and provide guidance to employees requesting leave.
- Assist with employee off-boarding processes.
- Participate in HR departmental events and company-sponsored programs.
- Collaborate with payroll/finance and HR team members to ensure seamless operations.
- Perform other duties as assigned.
Requirements
- Bachelor’s degree in human resources, business administration, or a related field with 2 years of experience in benefits administration, or 6 years of relevant experience in benefits administration.
- THRP certification or ability to attain within the first year of employment.
- Excellent computer skills, including proficiency in Microsoft applications.
- Demonstrated knowledge of employee benefits programs (e.g., group insurance, 401(k), pension plans, COBRA, wellness programs).
- 2 years of experience working for a Tribal entity in Human Resources is preferred.
- Valid driver’s license.

- Advanced knowledge of HRIS systems.
- Local travel is regularly required; out-of-state travel is occasionally required.

Work Environment
- Work is performed in an office setting with low to moderate noise levels.
